This position is located in the Corporate University of the Federal Deposit Insurance Corporation and provides support in the areas of designing, conducting and consulting on methodologically-sound evaluation research to systematically investigate training and development program effectiveness, efficiency, and outcomes aligned with organizational goals. Duties

Responsible for multiple phases of a research project by means of creation of logic models, hypothesis development, research design, instrument development, data collection, statistical analysis of data, interpretation of results, and report writing. Conducts assigned research to support evaluation of courses and programs including measurement of course participant end-of-course feedback, learning outcomes such as knowledge and skill acquisition, and on-the-job and organizational impacts resulting from corporate training and development programs. Develops test development plans, test questions and item response scaling, collects data, scores or codes responses, constructs data repositories, cleans data, and ensures sufficient data storage and retrieval capability. Conducts statistical analyses with understanding of underlying assumptions of various statistical tests and prepares visual displays of findings. Prepares technical reports, papers, articles, and briefings for internal and external presentations. Prepares cyclic scorecard reports of training outcomes. Recommends actionable changes to learning and development offerings based on research findings. Establishes reliability and validity estimates of moderate- to high-stakes examinations that may impact employment decisions. Supports Professors and Instructional System Designers (ISDs) in developing evaluation methods for new and updated courses, ensuring alignment between course objectives and organizational objectives. Proposes logic models to link course objectives, course content, and desired course outcomes. Ensures course stakeholders are consulted for input on the desired outcomes of courses and the information they will find compelling in establishing the effectiveness of a new or updated course. Works with ISDs, Training Specialists, and Professors in the use of online survey and test development platform, report generation, and interpretation of data from the platform. Writes detailed, highly technical statements of work and task orders for evaluation contracts, and leads technical evaluation panels for vendor selection. Manages contracts, including coordination and technical review of contractors' work on program evaluation, testing, and design, development, and delivery of training.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. BASIC REQUIREMENT: Applicants must possess the following basic requirement: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor's or higher degree with a major (or equivalent) in Psychology.  YOU MUST PROVIDE YOUR TRANSCRIPT(S) (unofficial copy is acceptable) In addition to meeting the basic requirement, applicants must also meet the Specialized Experience: Applicants must have completed at least one year of specialized experience equivalent to at least the grade 12 level or above in the Federal service. Specialized experience is defined as (1) applying Industrial and Organizational psychological principles, theories, techniques and guidelines to design assessments (i.e., power analysis, sample size determination, internal and external threats to validity); and (2) conducting statistical analysis utilizing statistical software packages (e.g., SPSS, SAS) to analyze data related to job analysis, surveys and test development (e.g., computing test item and scale statistics, performing content or criterion validation, cutoff score determination) in the employee selection, certification, or training evaluation context.
