You will serve as a Supervisory Procurement Analyst in Contract Administration Branch the of NAVMEDRSCH UNIT SAN ANTONIO. This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will serve as the Government-wide Purchase Card (GPC) Program Manager. You will provide technical direction and general procurement procedures regarding regulations concerned with the use of expenditures of public funds as applied to the use of GPC. You will serve as Contracting Officer's Representative (COR) to Resource Management and Defense Finance and Accounting Service (DFAS). You will review, analyze, and interpret a variety of regulatory acquisitional guidance from higher commands.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

BASIC REQUIREMENTS: 4-year course of study leading to a bachelor's degree with a major in any field. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Financial Management: Understanding the organization's financial processes. Preparing, justifying and administering the program budget. Applying sound resource management principles, business or industry best practices, and applicable policies, regulations, and laws to support operations. Aligning resources with policy and the strategic direction and priorities. Overseeing procurement and contracting to achieve desired results. Monitoring expenditures and uses cost-benefit thinking to set priorities. Activity Program Coordinator for Purchase Card: Performing oversight and execution for the Purchase Card Program. Approve Payment Methods: Approving contractor request for payments to include final vouchers under cost reimbursement contracts, progress payments, performance-based payments, or commercial financing. Close-Out Contracts: Closing-out contracts following proper procedure to ensure property disposition, final payments, and documents/clearances have been received.
