This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Budget Technician (OA) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as budget technician assigned to project segments involved with the formulation, administration, and execution of the US Army Medical Center of Excellence budget located in Fort Sam Houston, Texas.
Duties
Independently performs a variety of budgetary, administrative, and statistical functions to support budget formulation.
Keeps a fund control data base and system for all TDY and PCS enroute travel related to professional education and training of U.S. Army Active Duty and Civilian personnel.
Responsible for the budgeting, tracking, and execution of spend plans related to various travel accounts.
Prepares and corrects material in accordance with established office procedures, proper grammar, punctuation, spelling, and format.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain Secret background investigation.
- Incumbent must be a qualified typist of 40 wpm.
- Must obtain Financial Management Level 2 certification within 24 months of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes applying budget principles and practices; working with automated accounting and budget systems, regulations, and policies; reconciling budgetary information; verifying expenditures and requested allotments are within the approved budget; utilizing various budget regulations, practices, procedures, and policies; assemble, review, and/or maintain budget transactions; applying basic arithmetic to verify figures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Accounting, Business Mangement or Business Administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
