You will serve as an EDUCATION & TRAINING TECHNICIAN in the TRAINING DEPARTMENT of 20THNAVALCONSTRREG.

Duties

You will work with active duty personnel planning for training at formal Navy schools, and reserve personnel of the NCF planning for training at formal, and survivability schools. You will advise active duty training personnel of technical courses available and reserve training personnel of formal technical, and survivability courses available and prerequisites to meet training requirements. You will receive requests from the NCF for training at formal schools, acquire and assign quotas for "C-1 and functional schools. You will utilize cetars and cantrac to identify required courses, ensuring convening dates; align with units' maintenance and basic phase. You will use sound technical knowledge of all quota control systems to solve any problems that affect the effectiveness of the programs. You will provide training briefs to units’ training staff covering cetars navigation and enrollment procedures for formal schools and other readiness drivers. You will maintain master schedule of formal training for active units and master schedule of formal, and survivability training for reserve units. You will select the most appropriate guideline and decide how to complete various tasks including using judgment to gather and organize information for inquiries and to resolve issues/problems referred by others. You will serve as the command 's most comprehensive source of information regarding the Additional Days for Training (ADT) program. You will develop and maintain spreadsheets and statistical data to track ADT days. You will develop, manage, and execute NCG 2 ' s Mobile Training (MTT) program. You will prepare annual training plans to support required and supplemental training of subordinate units. You will develop and submit statistical and written reports, which evaluate subordinate unit's effectiveness in the execution of their formal schools ' program.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for the EDUCATION & TRAINING TECHNICIAN, GS-1702-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience adapting and extending training and management principles and practices to significant projects and problems. Experience providing technical assistance on techniques methodology and procedures in the development multifaceted compressive unit training plans. Experience with the Naval Reserve organization, order writing and the reserve training administration procedures. Experience in employing knowledge in a variety of difficult, and complex assignments that call for extended professional experience and a thorough knowledge of principles, practices and techniques to develop, plan and organize. Experience utilizing the quota control system for active duty and reserve formal schools, determining reserve quota control procedures for technical and survivability schools and coordinating school quotas and ADT funding through higher authority. Experience as the fund approver for Reserve Active Duty for Training (ADT) and Inactive Duty Training Travel (IDTT) orders. Experience performing administrative duties to include Navy correspondence, drafts of messages, instructions, notices and Naval letters in compliance with the Navy Correspondence Manual. Experience managing and corresponding with all unit training personnel concerning Reserve quota control numbers and the proper placement in the Naval Reserve Order Writing System, (NROWS). Experience in the field of educational programs, general administrative procedures and ability to plan, organize and coordinate formal schools' program. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
