Navy Child and Youth Programs (CYP) offers high quality early care and youth services in center-based (birth - five), facility-based (age 5-12), and recreational environments (teen; youth sports and fitness). The purpose of the Child and Youth Program (CYP) Assistant Director position is to assist the CYP director of the Child Development Center (CDC Director) or the School Age Care (SAC) program (Youth Director) to administer a developmentally appropriate CDC or SAC program.
Duties
BRIEF DESCRIPTION OF DUTIES: Responsibilities required by the position is summarized below:
Program Management: Assists with the development and supervision of a developmentally appropriate SAC and/or CDC program that promotes the social, emotional, physical and cognitive growth of children and youth in the age categories served. Assists in providing program oversight and accountability for the performance of employees and the safety of children in accordance with Department of Defense (DoD), Department of Navy (DoN), and local policies and standards. Assists interpreting and applying child and youth development philosophy/principles and DoN policies based on patron needs and program evaluation and assessment. Performs full scope of supervision for three or more CYP leads and assistants.
Budgeting and Financial Management: Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds and oversees the collection, accurate accounting and reporting of all funds received from patrons. Adheres to authorized methods of acquisition.
Personnel Management: Will supervise three or more positions that are comprised of Program Assistants, Food Service Workers, Operations Clerks and Custodial staff. The incumbent may initiate/implement personnel actions; support and carry out EEO objectives and policies, establish local performance standards for employees and/or volunteers; resolve complaints related to personnel issues making recommendations to the CY Director for corrective action; develops staffing schedules in accordance with proper rotation and ratio numbers for approval, works with CYP Training Specialist to identify training needs of staff and ensures that all training is competency-based and tied to career conditional progression.
Program Operations: Will assist and give input on the development of CYP standardized operating procedures, helping to implement updates and changes to ensure effective and efficient operations of the center. Help to establish and implement the Parent Involvement Board (PIB), gives input on employee and parent handbooks during rewrites and ensures there is clear and proper communication to persons involved with the Central Waiting List (CWL).
Interactions and Relationships: Interacts professionally with employees, parents, volunteers and local installation command personnel. Will also assist in establishing a program environment that sustains participant interest and participates actively and positively in managing and resolving issues with parents, volunteers, and/or employees.
Compliance: Assists and supports the CY program with implementation and support of policies and procedures; ensures compliance with all applicable laws and regulations; ensures compliance of USDA and CACFP.
Will serve as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.
In the absence of the CDC Director, incumbent may assume the responsibilities and perform duties required to include overall supervision of the program.

Requirements
- Must satisfactorily complete all background checks for child care positions, including fingerprint checks, a Tier 1 with Child Care check, Tier 3 if applicable, and a State Criminal History Repository (SCHR) check.
- Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- Must pass a pre-employment physical, provide evidence of immunization, be free of all communicable diseases, and obtain appropriate immunization against communicable diseases.
- Ability to sustain considerable walking, standing, bending, stooping, and lifting up to 40 pounds.
- Must be 18 years of age or older.
- Must successfully obtain and maintain appropriate security clearance as needed.
- Ability to complete required training certificates, and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions used as part of DoD's Child and Youth Programs.
- May be required to work an uncommon tour including evening and weekend hours.
- May be required to obtain and maintain a valid driver's license, transport children, and/or attend field trips.
- Must be available to work varying shifts during operational hours, which are 0515- 1800.
- Must have knowledge of CYP Policies and Procedures and at least 12 months of CYP Administrative experience.

Must have knowledge of CYP Policies and Procedures and at least 12 months of CYP Administrative experience.
A qualified candidate possesses the following:
Knowledge of developmentally appropriate programs designed to meet the physical, emotional, social, and cognitive needs of children and youth from 6 weeks to 18 years of age.5
Knowledge of child and youth development principles, practices, and techniques.
Knowledge of Federal and State laws governing the detection and prevention of child abuse and/or neglect.
Skill in program planning, organizing, and employee scheduling.
Skill working with military families and an understanding of military lifestyles is preferred.
Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skill.
Ability to identify and respond to emergency situations including evacuations, child illness, and physical and emotional disorders.
Ability to maintain records and reports.
Ability to safeguard and account for monies and equipment.
Ability to supervise others.
Education

In accordance with DoDI 6060.2, must be at least 18 years of age with a high school diploma or equivalent.
The Military Child Care Act requires national accreditation of CY programs. Minimum education requirements are required by the
accrediting body.
Incumbents must have one of the following:
Child Development Associate (CDA), Military School-Age Credential (MSA) or equivalent AND 3 years of experience in the
child and/or youth profession.
OR
A 2-year degree in Youth Development, Child Development or a related field, which can include Recreation, Youth Recreation, Physical Education, Elementary Education, Secondary Education, Early Childhood Education, Psychology, Social Work, Home
Economics with an emphasis in Human Development, or other degrees as appropriate AND 2 years of full-time experience working with children and/or youth.
OR
A four-year degree or higher in these areas AND 1 year of fulltime experience working with CYP on a military installation.
Note: A minimum of a 2-year degree is preferred.
