This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as senior Cost Engineer on engineering cost estimates for planning design and execution of construction by contract projects. Responsible for the preparation of construction cost estimates for all architectural, and engineering features and reviews the estimates.

Duties

This is a developmental position; duties listed below will be performed in a developmental capacity at the GS-9/11 grade level. At the full performance, GS-12, the incumbent will: Serve as senior Cost Engineer on engineering cost estimates for planning design and execution of construction by contract projects. Prepares Current Working Estimates and design control estimates from sketches, plans, notes and specifications by others. Prepares preliminary Government Estimates using parametric methods and historical data to be used for budgetary and programmatic purposes. Reviews estimates prepared by peers and contracted architect/engineering design firms or firms specializing in construction cost estimating for correct format, etc.

The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four-year course of study with a major in the professional or scientific field. Specialized Experience GS-9: One year of specialized experience which includes assisting in the development of construction cost estimates and providing technical assistance to an engineering and construction administration team. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering or Computer Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes developing construction costs estimates and assisting with construction oversight on variety of projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as: Engineering or Computer Science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes, managing and reviewing the construction costs estimates for complex construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement GS-9: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Education
