This position serves as a Management and Program Analyst in a state office providing oversight and coordination of a full range of administrative and business management functions in support of the Rural Development mission.
This position is neither remote nor virtual. The selectee will be require to report directly to the office as listed.
Duties
Identifies and assembles a narrative and statistical source information relating to the program and administrative functions.
Collaborates with program directors to monitor management initiatives, strategic plans, and organizational objectives and program goals.
Assists management in the development of a strategic vison for annual goals and long-range plans of operation throughout the organizational unit.
Identifies and assembles a wide variety of narrative and statistical source information relating to the full range of program and administrative functions.
Determines program trends and weaknesses and, as appropriate.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For the GS-09 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-07 grade level; or its non-Federal equivalent that demonstrates: Experience working with internal colleagues and external vendors to satisfy administrative requirements related to purchasing, budget, human resources, travel, fleet management, leasing and personal property, Freedom of Information Act requests, records management and information system accesses; Assisting with gathering data; conducting research; administering and tracking program requirements; participates in conducting studies of organizational efficiency; providing basic recommendations orally and in writing for improving methods/processes.; OR master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. Equivalent combination of experience and education are qualifying at this grade level.
For the GS-11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-09 grade level; or its non-Federal equivalent that demonstrates: Experience working with internal and external contacts to satisfy administrative requirements, solve problems, and make recommendations related to purchasing, budget, human resources, travel, fleet, leasing and personal property, Freedom of Information Act requests, records management and information system accesses; Analyzing and evaluating the effectiveness of program operations; researching and investigating new or improved business and management practices for application to agency programs or operations; Performing quantitative and qualitative research related to organizational policies, effectiveness, and management practices with oral and written presentation of relevant findings and recommendations to management; working with senior analyst on developing strategic vision for annual goals and long-range plans of operations throughout all organizational units; identifying and assembling narrative and statistical source information relating to programs and administrative functions; preparing initial work plans and draft reports based on existing procedures and/or observation of the program activities; OR Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related. Equivalent combination of experience and education are qualifying at this grade level.
For GS-12 level: Applicants must have 1 year of specialized experience equivalent to at least the GS-11; or its non-Federal equivalent that demonstrate comprehensive knowledge and understanding of commercial financing and credit. Experience may have been gained in such work as analyzing and evaluating quantitative or qualitative basis, the effectiveness of line program operations in meeting established goals and objectives; conducting analysis of program goal achievement using various program information systems; developing the annual plan of work/calendar of events/meetings to plan and project the effectiveness utilization of the organization's resources; utilized and developed spreadsheets, graphs, presentations, etc using statistical data and related material for purpose of explaining complex situations. There is no substitution of education.
