Duties
The incumbent will serve as IT Specialist (IT Systems Manager)). As a IT Systems Manager you will perform the following duties:
Manages and leads a team of technical IT professionals of varying skill and experience levels covering a wide range of corporate IT service and project deliveries, which includes maintenance, system integration, software development, secure configuration, continuity planning, and cloud efforts. Leads the overall IT team effort to maximize team performance; manage program and resources to achieve Radar Operations Center (ROC) goals; advances department, bureau, and line office leadership initiatives.
Serves as ROC Property Custodian and performs physical inventory of personal property assets using a barcode scanner or other approved manual/electronic methods and reconciles results with information generated from the PPMs.
Prepares, justifies, and executes the annual budget for all of the ROC's corporate Local Area Network (LAN) IT systems, hardware, software, and cloud requirements.
Serves as the ROC's Information System Security Officer for business IT and development environments; and ensures confidentiality, integrity, availability and control of the ROC's IT resources through maintenance and execution of the ROC's System Security Plan. Ensures the IT team responds to internal and external stakeholders in a timely manner. Leads a team environment that is collaborative and engaged with one another and professional with customers.
These duties are described at the full performance level of the GS-14; the GS-13 is developmental leading to such performance.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify for the GS-13: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience MUST include all of the following:
Executing plans for procurement and integration of IT equipment, supplies, support and maintenance; and
Independently performing equipment installation or secure configuration, testing, documentation, troubleshooting, or administration of IT services for a corporate Local Area Network (LAN), cloud, or system level networked environment.
To qualify for the GS-14: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience MUST include all of the following:
Oversees IT teams performing equipment installations or relocations, testing, documentation, troubleshooting, or administration of IT services for a corporate LAN, cloud, or system level networked environment;
Managing and leading the overall program execution effort of an IT system and the supporting staff, such as making cost-effective investment decisions, meeting customer requirements, following standards and regulations, setting internal Operating Plan goals, analyzing team work products and system integration, supporting subject matter experts by obtaining resources, managing cyber security programs; and
Preparing multi-year Local Area Network (LAN) IT budget and next fiscal year spend plan and ensuring management of resources.
