Duties
As a Health Scientist, you will:
Lead multidisciplinary teams to conduct site and technical assistance visits to partner countries. Scope of these visits includes stakeholder engagement, public health priority setting, mapping of public health functions, operations and capacity, strategic planning, work plan development, targeted technical assistance, and project monitoring and evaluation. Serve as expert on NPHI role in communicating data quickly and reliably to public health practitioners.
Work with a team to develop, implement, and monitor NPHI country project work plans, as well as associated timelines and budgets.
Lead and/or coordinate technical assistance in a range of technical areas that improve the NPHI role in emergency preparedness and response, including the engagement of subject matter experts from CDC and partner organizations.
Serve as project officer on multiple Cooperative Agreements in support of NPHIs and CDC NPHI Program partners.
Communicate effectively on agency policies, procedures and scientific guidance to Cooperative Agreement Partners so that documents produced will meet the agency's and public's needs.
Train Cooperative Agreement partner staff on the methodology utilized to develop accurate public health assessments, consultations and technical assistance. Communicate data to technical and non-technical audiences by publishing papers, speaking at scientific meetings, and by other means.
Provide support to DGHP country offices on project support and evaluation

Basic Qualifications:
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
Minimum Qualifications:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: broad range program management, technical assistance, working with epidemiological studies, administrative management and/or designing, researching, planning and initiating of epidemiologic and related public health studies, surveys and investigations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Desired Qualifications:
Experience working with state or local health departments.
Proven experience serving as a technical expert for institution development, systems strengthening or other internationally recognized public health program.
Ability to work independently as well as collaboratively with a diverse population of internal and external leaders, scientists, program staff, and teams.
Attention to detail and ability to manage and plan multiple complex projects.
Strong oral and written communication skills.
Strong management skills.
