This position is in the Division of Facilities Management & Engineering, Office of Environmental Health & Engineering Services at the Billings Area Office, Billings, MT. This position reports to the Director of Facilities Management.

Duties
Provides guidance to field engineers, managers and non-professional staff in the repair and preventive maintenance of building service equipment for hospitals, clinics and health centers.
Coordinate planning and design activities of assigned projects with Indian Health Service (IHS), engineering specifications (ES), Tribes, and Architect/Engineer (A/E) firms to ensure all program areas are covered, areas of overlapping responsibilities are identified, and the project objectives and schedules are met.
Participate in the development of procedures, guidelines, operational and preventative maintenance activities designed to improve the Service Unit Facilities Management Programs.
Assist the Service Units in the preparation of all phases of the annual Facilities Engineering Program Plan.
Assist in the preparation of special studies at the Service Units based on Medicare/Medicaid (M&M) spending plans; Repair, Maintenance and Improvement project plans, The Joint Commission, Centers for Medicare & Medicaid Services (CMS)reviews and recommendations, Service Unit requests, and program mandated changes.
Qualifications

BASIC REQUIREMENT(S):
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Additional Requirements:
GS-09: One year of specialized experience equivalent to at least GS-07 OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
GS-11: One year of specialized experience equivalent to at least GS-09 OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
GS-12: One year of specialized experience equivalent to at least GS-11.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-09: Assist with the design of engineering projects or healthcare facility improvements; participate in the development of procedures, guidelines, operational and preventative maintenance activities designed to improve Facilities Management Programs.
GS-11: Utilize standard engineering practices, methods, and techniques to perform design work applicable to the design, construction, maintenance and repair of healthcare facilities; develop reports, engineering statements of work for facilities to be modified or repaired; and perform engineering duties concerned with the design, repair and, buildings and HVAC (heating, ventilation, and air conditioning) controls, utilities and related systems.
GS-12: Apply engineering principles, methods and techniques in developing the planning documents for healthcare facilities. Provide consultation on engineering aspects of the agency's facilities planning, construction program, energy conservation and resources; Experience reviewing healthcare facility design plans with staff and managers; prepare policies, procedures and guidelines for implementing preventive and operations maintenance.

GS-12 Only: Must be certified as a Professional Engineer (P.E.) by any State, the District of Columbia, Guam or Puerto Rico.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
