THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRAFFIC MANAGER, Position Description Number D1481000 and is part of the KS 190 Air Refueling Wing, National Guard.
Duties
As a TRAFFIC MANAGER, GS-2130-09, you will procure transportation for freight and passengers on behalf of the government. Manages all functions of the branch, which includes directing the traffic management program, providing technical traffic management advisory services, establishing operating requirements, formulating traffic management policies, and developing traffic management programs for both peacetime and wartime. Incumbent serves as the technical transportation advisor to the Director of Logistics and other base operating officials on all matters directly dealing with the military and commercial movement of personnel and equipment. Analyzes and advises on transportation considerations relative to the domestic and foreign
movement of equipment, supplies, and personnel via surface and air modes. Develops, maintains, and exercises the traffic portion of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Other duties as assigned.
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.

Requirements
- KANSAS NATIONAL GUARD MEMBERSHIP IS REQUIRED.
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Must be able to obtain and maintain a secret security clearance within one year of appointment.
- Must possess a valid Kansas State driver's license prior to appointment

GENERAL EXPERIENCE: Must have either an Undergraduate and Graduate Education with Major study in -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
OR Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations.
SPECIALIZED EXPERIENCE: Must have experience, education, or training in
Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities.
Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance.
Making presentations on traffic matters before Federal, State, or local regulatory bodies.
OR Possession of a certificate as Certified Member, American Society of Transportation and Logistics meets the requirements for GS-5. Persons with such certificates may also qualify for higher grade levels based on their education and/or experience.
Work Environment: Work is generally performed in an office or similar setting, which involves minimal risk or discomfort and requires normal safety precautions. Some exposure to moderate discomforts results from working in the warehouse and packing areas with low/high temperature, high humidity, or drafty or noisy conditions. There is also risk of physical injury when working around large crates and uncrated items.
Physical Effort: Work is primarily sedentary, although some physical effort is required when walking, standing, bending, or carrying light items. Occasionally lifts and carries parts, equipment, and packed containers when assisting subordinates with their work.
