THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST, Position Description Number D1960000 and is part of the KS 190 Air Refueling Wing, National Guard.

Duties

As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-11, you will serve as the sole technical transportation advisor to all statewide or base operating officials on all matters dealing with commercial movement of personnel and equipment. Analyze and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via surface and air modes. Develop, maintain, and exercise the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Assist the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL). Analyze traffic data and characteristics to determine areas of potential improvement; identifies economic and efficient uses of transportation; and projects mission transportation requirements. Develop budgetary and financial planning data in support of traffic management functions. Manages the unit transportation budget associated with commercial carriers. Other duties as assigned. Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.

Requirements

  • KANSAS AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain a secret security clearance within one year of appointment.
  • Must possess a valid Kansas State driver's license prior to appointment

Qualifications

Military Grades: E6 through E7 Compatible Military Assignments: 2T051 Must have one of both of the following: Undergraduate and Graduate Education:Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position OR Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. Work Environment: Work is generally performed in an office or similar setting, which involves minimal risk or discomfort and requires normal safety precautions. Some exposure to moderate discomforts results from working in the warehouse and packing areas with low/high temperature, high humidity, or drafty or noisy conditions. There is also risk of physical injury when working around large crates and uncrated items. Physical Effort: Work is primarily sedentary, although some physical effort is required when walking, standing, bending, or carrying light items. Occasionally lifts and carries parts, equipment, and packed containers when assisting subordinates with their work.
