This position is part of the Defense Security Cooperation Agency, Defense Security Cooperation Agency. The incumbent will be responsible for conducting analysis of IT investments to include alignment to mission, acquisition methodology used, compliance to policies and guidance, and return on investment.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated June 23, 2023. As a INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) at the GS-2210-13 some of your typical work assignments may include: Develops recommendations to continue to invest in IT systems in the portfolio, to invest in new IT systems or solutions, or to invest in modernization. Coordinates with DSCA and external agencies on IT investment activities and tasks. Communicates results effectively (both orally and written) to stakeholders, colleagues, and senior leaders. Briefs at appropriate DSCA and DoD governance entities. Provides support for, and assists with the development, implementation, and execution of DSCA's IT enterprise governance activities. Assists with requirements development, implementation, and analysis of DSCA IT portfolio management Develops and disseminates standardized templates and tools to support investment data submissions such as performance measures, budget burn rates, and return on analysis.

Qualifications

You may qualify at the GS -13 grade level , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS 12 grade level in the Federal service as listed below: Analyzing and evaluating methods and techniques to assess the effectiveness and efficiencies of IT portfolio management and IT governance policies and procedures; Providing advice in the evolving area of IT portfolio management and the rapidly changing field of information management/information technology (IM/IT), on matters relating to automation, data, IT budget processes, information assurance, or IT systems architecture. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
