The location of this position is in the Commander Navy Region Southwest Morale, 'Welfare, and Recreation (MWR) Division at Naval Base Coronado (Aquatics Branch). The primary function of this position is to assist the Beach Captain with overseeing the beach lifeguard program al Naval Air Station North Island (NASNI).

Duties

The incumbent is responsible for assisting the Beach Captain with supervising and assigning work schedules for up to 18 Beach Lifeguards, evaluating personnel work performance, and disciplining subordinates if necessary. Responsible for providing assistance in supervising the NASNI Beach Aquatics Program, which encompasses over one full mile of coastline with one central lifeguard tower and numerous portable satellite lifeguard towers. Responsible for assisting with the Maintenance of all assigned lifeguard emergency vehicles including one rescue boat. Responsible for assisting Aquatics Program Manager and Beach Captain in testing procedures, administering tryouts for beach lifeguard applicants, conducting interviews, and ensuring that all candidates who are selected have passed the minimum guidelines for employment. Assists Beach Captain with in-service training programs for beach lifeguards in order to maintain current certifications and to improve skills necessary to operate a safe beach environment. Training includes standard operating procedure, rules and regulations, chain of command, surf-rescue skills, emergency medical skills, industrial hygiene, HAZMAT information and procedures, hazards, incident command systems, emergency operations, and joint training with other rescue agencies (Coast Guard, Harbor Police, Federal Fire, and other lifeguard services) Assists the Aquatics Manager and Beach Captain in planning all beach and ocean special events such as triathlons and rough water swims. Evaluates effectiveness of events and recommends changes to the Aquatics Manager/Beach Captain. Reports status of operations and problems requiring corrective action to the Beach Captain. Makes recommendations improvement to operations, facilities, staff, and equipment. Responsible for reporting all needed repairs and maintenance of beach facilities. Submits work requests for jobs that cannot be accomplished in-house, and inspects work to ensure satisfactory results. Responsible for compliance with fire, safety, and security regulations.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Constant sitting and mental concentration on beach patrons and water conditions is required.
  • Work is performed outdoors in moderate climate with pleasant surroundings.
  • Position requires sustained sitting and constant vigilance to ensure maximum safety and security of personnel in and around the beach area.
  • May be exposed to sunburn and eye irritations due to ocean water.

Qualifications

Must be a fully qualified Beach Lifeguard with USLA current certifications. Must have worked a minimum of 3840 hours as a beach lifeguard including at least 3 summers, and a minimum of 1920 hours as a lifeguard supervisor, Knowledge of and experience with the latest rescue procedures for open water surf beaches, with the ability to instruct and train staff to use, specialized equipment such as rescue boats, vehicles, radios, and oxygen. Ability to maintain excellent public relations and capably exercise control over large groups of people. Ability to take command and exhibit leadership during any emergency. Ability to maintain records and reports, follow verbal and written instructions, and present reports verbally and in writing using a computer. Diligently and properly carries out assigned operational duties. Sets standards delegated by the Captain. Keeps precise records and observations offering potential improvements and/or changes. Assists with the work to develop daily and emergency Lifeguard SOPs set forth in the Lifeguard Manual and In-service Trainings, adapting to current or pending conditions, while keeping precise records and documentation of all events.
