THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a SAFETY SPECIALIST-Title 5, Position Description Number T5317000 and is part of the WI JFHQ, Wisconsin National Guard.
Duties
Implements plans, policies and procedures to comply with DOD, DA, OSHA and NGB safety regulations and directives.
Provides technical expertise to managers and supervisors in establishing techniques and procedures for the elimination or control of unsafe behaviors, environments and hazards.
Evaluates the effectiveness of organizational safety programs through activity visits.
Provides technical assistance in mishap investigations.
Presents safety budget requirements with justifications to superiors in support of the statewide ARNG safety program.

Qualifications
GENERAL EXPERIENCE: 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
SPECIALIZED EXPERIENCE: To qualify at the GS-11 level, you must have 1 year equivalent to at least next lower grade level experience, education, or training performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Recommended measures and methods to correct safety and occupational health deficiencies. Reviewed test implementation directives for inclusion of appropriate safety criteria. Candidate must have experience providing technical assistance in mishap investigations. Candidate has experience implementing plans, policies and procedures to comply with DOD, DA, OSHA and NGB safety regulations and directives. Experience providing technical expertise to managers and supervisors in establishing techniques and procedures for the elimination or control of unsafe behaviors, environments and hazards. Experience presenting safety budget requirements with justification to superiors in support of a safety program.

Substitution of Education for Specialized Experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
