THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST - Title 5, Position Description Number T5820P01 and is part of the WI 115 FW, Wisconsin Air National Guard.

Duties

Performs a broad range of safety and occupational health duties in one or more areas of safety and occupational health. Performs periodic inspections, assessments and evaluations on numerous programs such as high-risk activity programs, supervisory safety training, and emergency/disaster preparedness to determine compliance with appropriate safety and occupational health regulations. Documents and reviews inspection, assessment and evaluation findings and prepares formal reports for dissemination to appropriate parties. Advises supervisors, and/or safety representatives on appropriate measures to eliminate or control hazardous operating procedures or conditions. Compiles and analyzes mishap data, identifies trends, provides managers with mishap/trend analysis data, and assists them in developing programs to reduce mishaps. Prepares formal reports using the Air Force Safety Automated System (AFSAS) program. Plans and carries out formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, covering a wide range of work operations. Assigned area involves a substantial number and diversity of hazards that may cause mishaps with significant severity and loss. Drafts local procedures or abatement actions for conditions not directly addressed by existing standards or guidelines. Reviews and revises local procedures as necessary. Coordinates with other installation offices regarding safety matters affecting installation personnel and devises specialized operating practices involving diverse but recognized hazards. Prepares and/or revises standard local safety instructions and guides such as local supervisory safety guide, and unit safety representative guide that are relevant to base employees and current or planned contractor operations. Provides technical safety training/instruction to supervisors, employees, and/or unit safety representatives on a wide range of work operations areas, such as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures. *** This is NOT an all-inclusive list of duties. ***

Qualifications

GENERAL EXPERIENCE: Experience in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described above. SPECIALIZED EXPERIENCE: To qualify at the GS-0018-11 level, the applicant must have at least 36 months of experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to successfully perform the duties of the position. Candidates certified as Board Certified Safety Professionals, Graduated Safety Practitioners (GSP), Associate Safety Professionals (ASP), and Certified Safety Professionals (CSP) are highly desired but not required. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Extensive knowledge in development and management of Fall Protection, Hazardous Energy Control, Confined Space, and Powered Industrial Truck programs preferred. Developing and recommending safety and occupational health policy to higher levels of management. Experience with and an understanding of the principles and concepts related to explosives safety policies, regulations, standards, procedures, and methods to control and mitigate explosive safety hazards. Knowledge of data management systems, and application of Power BI or other Business Intelligence platforms preferred. Strong capability to leverage technology, adapt operating systems, and remain current with technological best practices. Strong ability to manage web and/or App-based inspection platforms and reporting systems preferred. Experience or participation in the OSHA Voluntary Protection Program (VPP) or ISO 45001 preferred. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters concerning occupational safety, health, and explosive requirements. Developing safety and occupational health standards, regulations, programs, practices, and procedures to eliminate or control potential hazards and mitigate risk. Developing or implementing programs to reduce accidents and occupational illnesses' frequency, severity, and cost. Utilizing Industry Risk Management practices to analyze or evaluate new and existing jobs, processes, products, or other systems to identify hazards, severity, probability, and corrective action. Designing or modifying workplaces, processes, products, or other systems to control or eliminate occupational and explosive hazards. Inspecting or surveying workplaces, processes, products, or other systems to comply with established safety and occupational health policies or standards and utilizing Hazard Analysis to identify potential new hazards. Train workers, supervisors, managers, or other safety and occupational health personnel in industrial safety, explosive safety, or occupational health disciplines using adult learning education methods. Work in occupational fields such as industrial hygienist, occupational safety manager, or fire prevention engineer. Recommended measures and methods to correct occupational safety and explosives safety deficiencies.

Education

GS-11 -Ph.D. orequivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
