Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for serving as a Program Manager in support of the Missile Defense Agency. As a Program Manager at the NH-0340-3 some of your typical work assignments may include: Serve as a Program Manager for the exploitation of future space capabilities to better enable the Missile Defense System through space acquisition programs/projects to meet all actions and risks related to program cost, schedule, and performance. Establishes program objectives, makes recommendations, planning milestone dates, tracking the processes and costs throughout the life-cycle of the program. Conduct studies, market research/intelligence and execute prototype projects and other acquisition activities to provide Future Capabilities to enable the Missile Defense System . Provide programmatic leadership on execution of contract requirements packages under and adhere to acquisition governance process. Develop and conduct management reviews, decision and information briefings related to acquisition policy, planning and assessment. Convert and execute relevant acquisition strategic goals into program/capability delivery to the warfighter. Execute baseline remedial and preventive actions.

Qualifications

You may qualify at the NH-03 broadband level, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Experience in applying system acquisition processes to develop and assess technical and economic feasibility including cost, schedule risk and performance; OR Experience to lead teams, provide program support, and collaborate across programs, organizations, functional IPTs and external Stakeholders; OR Experience to communicate information to senior leaders and external stakeholders orally, in writing and with presentation material and; OR Experience to apply qualitative and/or quantitative methods for the assessment and improvement of program effectiveness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
