The primary purpose of this position is to test and evaluate state-of-the-art weapon systems and cyber capabilities, provide quality installation and mission support.
Duties
Directs the in-house design, specification, integration, installation, troubleshooting, sustainment, and T&E applications.
Independently responsible for formulating broad plans and policies for maintaining a high-technological base for in-house engineering and
fabrication of range, weapon, and airborne instrumentation systems.
Executes integration of cutting-edge technology upgrades to airborne instrumentation systems to meet customer needs.
Attends planning conferences with program managers, project engineers, and contractor professional personnel to secure information and render technical advice in support of aerospace instrumentation system designs.

- This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
- Subject to Temporary Duty Assignment (TDY)- APPROX 25 days per year.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A. Degree: Have a Bachelor's Degree in professional engineering from a curriculum (1) in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineer curriculum; or (2) include differential and integral calculus and courses (beyond first-year physics and chemistry) in five of the following seven areas of engineering science or physics; (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Education/Experience: Have a combination of education and experience--college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences, and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional Registration. Have current registration as a professional engineer.
2. Written Test. Have evidence of successfully passing the written test required for professional registration or have successfully passed the Engineer-in-Training (EIT) examination and have completed all the requirements for either (a) a Bachelor's Degree in Engineering Technology (BET) from an accredited college or university that included 60 semester or 90 quarter hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by ABET.
3. Specified Academic Courses. Have successfully completed at least 60 semester or 90 quarter hours of courses in the Physical, Mathematical, and Engineering sciences and in Engineering that included the courses specified in "A" above.
4. Related Curriculum. Have successfully completed a curriculum leading to a Bachelor's Degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) and have 1 year of professional engineering experience under the guidance and supervision of a professional engineer. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. If you are using a related curriculum to qualify, failure to submit the following documentation will result in you being rated ineligible. You must submit a legible copy of your training plan, performance appraisal and/or a letter from your Professional Engineer Supervisor. The letter must reflect the individuals Professional Engineer License Number. [Note: Your education/experience will be thoroughly evaluated under this provision. To ensure you receive maximum consideration, you should provide detailed descriptions of professional engineering duties performed under the guidance and supervision of a professional engineer; continuing education/training received; evidence of acceptance in the professional engineering field (i.e., patents, associations, published articles, etc.), and any other relevant factors.]

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in practices of Electrical or Mechanical engineering associated with the design, development, integration, and fabrication of instrumentation for test and evaluation of Air-to-
Air and Air-to-Ground Munitions, operational flight programs, and Command and Control Systems. Knowledge of Global Positioning Systems, Telemetry, RF data links, Embedded computer systems, Optical systems, and Ground and airborne instrumentation.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Requires a bachelor's degree in Engineering and an engineering master's degree is desired.
2. Mastery of advanced concepts, principles, and practices of Electrical or Mechanical engineering associated
with the design, development, integration, and fabrication of instrumentation for test and evaluation of Air-to- Air and Air-to-Ground Munitions, operational flight programs, and Command and Control Systems.
3. Professional engineering knowledge of Global Positioning Systems, Telemetry, RF data links, Embedded computer systems, Optical systems, and Ground and airborne instrumentation.
4. Advanced knowledge and skills in component-level hardware and testing and development.
5. Knowledge of the tri-service planning and implementation of test range standards through the Range Commanders Council.
6. Knowledge and skill sufficient to plan and direct the Research, Development, Test, and Evaluation (RDT&E) necessary to provide advanced instrumentation to support highly technical airborne test programs.
7. Ability to effectively represent the organization in high-level meetings and to maintain cooperative relations with all program participants.
8. Ability to effectively guide and direct the technical activities of a professional workforce.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
