You will serve as a PROGRAM MANAGER in the Deputy Assistant Secretary of the Navy (DASN Sustainment) ASN RDA WASHINGTON DC.

Duties

You will lead strategic planning to determine goals, objectives, direction, and priorities of assigned program or project to meet critical requirements. You will plan, execute and evaluate highly complex program work to meet long-term strategic priorities. You will apply knowledge of program management concepts, principles, and practices as well as engineering and science methods, practices, and processes. You will direct the development of tests and advisories on new technologies, methods, approaches and guides for assigned program or project. You will advise on technical problems and challenges and make substantive recommendations for solutions. You will integrate schedules and establish program scope and criteria, assumptions and risks, contingencies, and performance management criteria.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band NH-03 in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying qualitative and/or quantitative methods to assess and improve program effectiveness or management processes and systems; Experience planning, organizing, and directing multi-faceted team projects; Experience applying administrative laws, policies, regulations, and precedents applicable to the administration of agency/public programs; Experience maintaining relations with other programs and key administrative support functions with agencies (e.g. Department of the Navy, Department of Defense, other agencies) to address technological developments, program changes, and conflicting requirements; Experience applying fact-finding and investigative techniques to design and conduct management studies and prepare solutions to broad management problems; and Experience communicating orally and in writing to prepare presentations, briefings, and talks with senior officials.
