This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a senior member of the OAI team supporting the OAI Director, providing independent, analytically informed recommendations to support Army Senior Leader (ASL) strategic decisions on strategy, policy,programs, requirements, and operational efforts.

Duties

Provides objective, timely advice, and operational and resource assessments underpinned by analytics to inform the Planning, Programming, Budgeting, and Execution (PPBE) process including POM development, PBR cycle, Deputy’s Management Action Group. Integrates analytic insights spanning policy, requirements, and resources to inform strategy, investment, force management, and operational recommendations for decision. Develops, oversees, and implements the Army’s Analytic Plan each Fiscal Year in accordance with DepSecDef Analytic Guidance and in support of Army Senior Leader priorities impacting the Army enterprise Coordinates and collaborates within and across both the Army’s and DoD’s analytic enterprise to ensure the alignment and exchange of analytic assumptions, baselines, insights and findings

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019 and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
  • Incumbent may be required to perform occasional Temporary Duty Travel (25%).
  • Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
  • Eligible for situational telework only, including emergency and OPM prescribed"unscheduled telework".

Qualifications

Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. - NOTE: Transcripts are required. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-14 Specialized Experience: One year of specialized experience which includes 1. applying mathematical or statistical tools, models, methods, and techniques to evaluate data; 2. identifying actual or potential problem areas, trends, and similar factors to improve agency program operations; and 3. providing decision makers with sound, scientific, and quantitative information as a basis for making decisions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). GS-15 Specialized Experience: One year of specialized experience which includes 1. applying mathematical or statistical tools, models, methods, and techniques to evaluate data; 2. identifying actual or potential problem areas, trends, and similar factors to improve agency program operations; 3. providing decision makers with sound, scientific, and quantitative information as a basis for making decisions; and 4. Advising on policy, prioritization, direction, and coordination of analytic efforts and relevant activities to ensure studies, analyses, and assessments are aligned to strategic objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
