This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A), Intelligence Watch and Coordination Center (IWC), Intelligence Watch Branch. The incumbent serves as a Supervisory Intelligence Operations Specialist for a team working shifts--Days (0530-1530), Swings (1300-2300) or Midnights (2100-0700).

Duties

The mission of IWC is to monitor, author, standardize, review, edit and coordinate intelligence products for the Secretary and broader I&A customer set through close collaboration with the DHS Intelligence Enterprise. IWC is composed of analysts, technical editors, and production managers, and works closely with the Intelligence Operations Division, DHS Components, I&A analytical entities, and the Secretary's Briefing Staff to ensure that the Secretary's intelligence reporting is timely, accurate, and tailored for a Cabinet-level official. MAJOR DUTIES The incumbent serves as a Supervisory Intelligence Operations Specialist and is responsible for his assigned responsibility and delegated authority to coordinate and review the workflows, products, and other day-to-day functions of a team of Watch standers for the 24/7 Intelligence Watch, responsible for monitoring world-wide all-source intelligence, collection and operations information, and providing the Department of Homeland Security and homeland security partners with timely indications and warnings of relevant events and emerging trends; daily and ad-hoc briefings for senior I&A and DHS leadership; and development, coordination, and dissemination of a wide-range of products and notifications. Actions include the coordination and review of team workflows, products, and other day-to-day functions within the IWC including first-phase intelligence research, analysis, editorial, review, and production functions for items that, under tight timelines, will be provided to I&A and DHS senior leadership and/or released to Federal, State, local, tribal and private sector partners. This position requires that the incumbent holds the ability to efficiently and effectively:

Requirements

  • Must be able to obtain/maintain a TS/SCI Security Clearance.
  • This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program.
  • Must be a U.S. Citizen.
  • Overtime may be required in response to a significant event.
  • Must maintain personal transportation 24x7x365 to work from primary work location at St. Elizabeths, or other location as required by management
  • The incumbent will be required to work on a shift in support of 24-hour operations.
  • Will be required to regularly support 24X7x365 watch operations requiring irregular work hours from a variety of locations throughout the National Capital Region, as required by management.

Qualifications

Specialized Experience: To qualify for this position, you must have one year of specialized experience equivalent to the GS-13 with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience would typically include but are not limited to managing a team of watch standers on a 24/7 Intelligence Watch, responsible for monitoring world-wide all-source intelligence, collection and operations information, and providing the Department of Homeland Security and homeland security partners with timely indications and warnings of current and emerging threats. Such experience could be gained from: performing a wide range of all-source intelligence, collection, and operations planning, program assessment, and program management to provide a standardized integrated approach to gathering, documenting, processing, coordinating, and disseminating a wide range of products and notifications to departmental senior leaders, operators, and other security partners. For this position, specialized experience is defined as supporting ongoing or emerging operational contingencies in any established specialty area; and/or SIGINT/All Source analysis. Such experience may include conducting a variety of complex assignments within his/her area of responsibility and conducting and directing in-depth research and analysis in support of homeland security. The competencies or knowledge, skills, and abilities needed to perform this job are: Expert knowledge of intelligence gathering and dissemination techniques in threat assessment necessary to lead committees or teams and represent the agency in assessments of highly complex intelligence issues. Expert knowledge of intelligence gathering and dissemination techniques necessary to participate in assessments of complex intelligence issues when working with partners in other intelligence specialty areas. Expert knowledge of DHS homeland security intelligence mission and the role of both raw and finished intelligence reporting in the relationship between DHS, State/Local governments and the Intelligence Community. Expert skill in making formal presentations and representing I&A positions on intelligence issues and methods at forums at the highest levels of government or intergovernmental coordination. Ability to effectively communicate, coordinate with, and advise senior DHS officials, management officials, program managers, specialists, contractor personnel, and representatives of other agencies for the purpose of reconciling differing or conflicting viewpoints; organizing information and presenting statements of position; and presenting information succinctly and clearly.
