This position is located in the U.S. Department of State, Bureau of Global Talent Management, Office of Civil Service Talent Management, Staffing and Classification Policies and Programs Division. The division is responsible for human capital strategic planning, human resources (HR) program management and policy development, liaison and coordination with the Office of Personnel Management (OPM) and a variety of innovative Civil Service recruiting programs and strategies.
Duties
Serves as an agency expert on HR planning, policy development, and program advisement in the areas of Civil Service employment, merit staffing, position classification, automation initiatives, and personnel management evaluation.
Provides expert technical advice and consultant services to management officials, supervisors, employees, and HR personnel in areas such as the development, operation, and improvement of programs for Civil Service employment.
Conducts reviews to evaluate the effectiveness of current HR programs, policies and practices throughout the Department. Participates in and/or leads policy and program studies, program development, and automation initiatives to improve efficiency.
Drafts, revises, and implements Department-wide policies and guidelines to ensure HR operations comply with current legal and regulatory requirements and support new initiatives that affect the Civil Service personnel system.
Represents the Department on inter/intra-agency work groups on crosscutting issues. Coordinates with key stakeholders within and outside the Department on significant matters affecting major HR programs and activities within the Department

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience analyzing the impact of new legislation and proposed regulations on position classification, program management, recruitment and placement, and/or automated personnel systems.
Experience developing initiatives, programs, practices, methodologies, and/or standard operating procedures to enhance and improve human resources.
Experience advising senior level officials and human resource personnel on recruitment, staffing, and/or classification regulations and policies.
There is no substitute of education for specialized experience for the GS-14 position.
