The Administrative Officer position is in the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)). The incumbent manages multiple day-to-day and Contracting Office Representative (COR) related duties for the Office of the Under Secretary of Defense for Acquisition and Sustainment Chemical and Biological Program (CBDP) operations, to include planning, directing, coordinating, and leading a variety of general support service functions.

Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. This position is being filled under Direct Hire Authority (DHA) in accordance with 5 U.S.C. 3304(a)(3) and OPM regulations (5 CFR 337Subpart B) on direct-hire. Incumbents typical work assignments may include the following: The incumbent will manage multiple day-to-day and Contracting Office Representative (COR) related duties for the Office of the Under Secretary of Defense for Acquisition and Sustainment Chemical and Biological Program (CBDP) operations, to include planning, directing, coordinating, and leading a variety of general support service functions that are essential to the orderly and efficient accomplishment of the work within the organization and in supports of performance management programs and/or employee awards programs. Specifically, the incumbent coordinates with WHS and A&S Human Resource offices to ensure ODASD(CBD) personnel to enhance the employee experiences, foster employee well-being, and build a diverse and inclusive workforce. Provides professional advice and analysis to managers and senior leadership and is responsible for overseeing the full spectrum of the recruitment process, collaborating with hiring managers to identify staffing needs, liaising with staffing agencies, and evaluating orientation procedures to determine process improvements. Manages the on-boarding and off-boarding process for new hires and drives the administrative integrity of daily operations to verify the right people at the right places at the right times to fulfill both organizational and individual objectives. Manages the travel process to include CBDP internal processes and tools, DTS, and other duties related to the management of ODASD(CBD) personnel travel needs and request.

  • This position requires a Business – Financial Management Practitioner Level 2 acquisition certification. You will have 60 months to achieve this certification

Performs surveillance/inspection and acceptance, monitoring activities, costs and reconciliation of funding, providing input to the contractor performance evaluations, and notifies the Contracting Officer of potential issues. Provides oversight of and support for a full range of budget functions. Apply, fundamental federal human resource management laws, principles, systems, policies, methods, and practices. Leads and guides senior level employees in the recruitment, examination, selection of candidates and provides support in the development of training/briefing materials for manpower tasking. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
