This position is a Detail NTE 120 Days. This position organizationally aligned to Medical Administration Service, located at the VA Illiana Health Care System, Danville, IL. The primary purpose of this position is to serve as a Supervisory Medical Administration Specialist with management oversight and responsibility for all MAS Health Benefits employees and responsibilities.

Duties

Manages and directs the MAS programs in the Health Benefits section, promoting a positive, efficient, Veteran-focused environment that supports VA mission. Interprets laws, regulations, VACO directives, and local policies governing Veteran's health care benefits, providing advisory and technical assistance to medical center staff, top management, patients, and others. Works with the Assistant Chief, MAS and other MAS managers to develop and administer the annual MAS budget. Prepares budget requests, estimates, and narrative justifications for planning purposes. Participates in the analysis and interpretation of workload and other data used in resource planning. Manages the budgetary allocation for all assigned Fund Control Points. Provides for maintenance of data related to budget and expenditure estimates. Provides for the best patient care without exceeding allotted budget. Works in coordination with upper management to provide workload statistics. Advises on fund shortages and recommendations regarding funding or program adjustments and promotes cost consciousness and identifies areas in which savings are possible. Conducts internal review systems to assure that MAS activities comply with VA laws, rules and regulations, Joint Commission, and local policies and procedures. Works with and provides recommendations in support of corrective action plans. Assists in formulating plans and coordinating data validation activities within MAS area of responsibility. Prepares recurring and non-recurring statistical reports for presentation to top management and other Services. Participates in and assists with strategic long- and short-term goals and objectives relating to MAS needs and priorities. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. Prepares written correspondence in the form of letters, memorandums, policies, procedures, statistical reports, etc. for MAS. Prepares and conducts public speaking presentations to Veteran service organization members regarding Veterans' health administration benefits. Coordinates the preparation and submission of recurring monthly, quarterly and annual reports, management briefings, summaries and a wide variety of non-recurring reports. All other duties as assigned. Work Schedule: 7:00 am to 3:30 pm, Monday to Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: comprehensive knowledge of personnel, supply, budgetary, and fiscal procedures and general principles of management practices and techniques; skill in planning, scheduling and carrying out major projects; skill in conducting analyses, evaluations of programs and issues in a healthcare setting; skill in analyzing clinical and administrative processes related to information flow; ability to analyze complex problems or situations with a wide range of variables; and skill in interpreting laws, regulations and policies governing Veteran health care benefits, experience working with all aspects of a health administration program including: Enrollment, Eligibility, Means Testing, Medical Benefits Package, Co-payments, Fee Basis (Non-VA Care), Beneficiary Travel, Admissions, Extended Care Services, CHAMPVA, Health Information Management, Sharing Agreements, Special Programs, Compensation and Pension Program, Medical Care Cost Recovery, Privacy, and Records Management. -OR-- Substitution of Education for Experience: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this grade 11, Supervisory Medical Administration Specialist position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If the number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. TRANSCRIPTS REQUIRED. --OR-- Combination of Experience and Education: Equivalent combinations of education at the Ph.D. level and specialized experience directly related to the work of the Supervisory Medical Administration Specialist position, which may be used to meet the experience requirements for this GS-11 position. For example, nine (9) months of appropriate specialized experience equivalent to the GS-09 (75 percent of the experience requirement for GS-11) and 2 ½ years of successfully completed graduate level education (50 percent of the required education, i.e., the applicant has ½ year of graduate study beyond that required for the GS-09), would exceed the total requirement and be qualified for the GS-11 position. NOTE: Only education in excess of 2 full years of progressively higher -level graduate education may be used to qualify at the GS-11 level. TRANSCRIPTS REQUIRED. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: There is a certain mobility factor associated with this position in physically visiting areas for observation or problem-solving on-site locations. Most work is performed in an office setting, mostly sedentary, requiring standing, ambulation and bending. The incumbent must be able to deal with emergency situations and function calmly under stress in both public and private settings. Work Environment: The work is performed in an office setting with adequate light, heat, and ventilation. The incumbent may experience some exposure to communicable diseases, and verbal or physical abuse. May be required to travel.
