About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Futures and Concepts Center with duty location at Fort Huachuca, Arizona. Serves as an action officer for macro-level research/analysis supporting concepts and capabilities development.

Duties

Conducts military operations research based studies. Assists in the definition of problems, issues and alternatives relating to Doctrine, Training, Organization, Materiel, Leadership, Personnel and Facilities (DOTMLPF) solutions to capability gaps. Provides mathematical, statistical, and general operations research analytical support to studies and reviews of a special nature or of particular interest to the command. Devises new methods, innovations, and new applications for force modernization and materiel acquisition life cycle processes. Represents Capabilities Development and Integration Directorate (CDID) at meetings, conferences, and other gatherings involving cost and benefit analyses, policy and operations research. Assists in the preparation of summary reports for higher level managers, highlighting increases and decreases in materiel systems performance capabilities, lifecycle costs, and potential data problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Requires Temporary Duty (TDY) travel up to 25% of the time.

Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirement listed below: Specialized Experience: One year of specialized experience which includes: applying a broad range of theories, concepts, operation research and analytical methods and techniques, mathematical, and statistical principles and practices as applied to the capability development process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
