About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Serve as the civilian deputy to the Director, Data Science Directorate (DSD), United StatesArmy Network Enterprise Technology Command (NETCOM).

Duties

Direct, analyze, reviews, coordinate, and integrate the actions necessary to implement the data analytics, machine learning, and artificial intelligence programs within the Army's Enterprise Information Environment Mission Area (EIEMA). Apply the rigors of the operations research and data science disciplines to manpower and personnel analysis, service performance analysis, network analysis, monitoring, modeling, simulation, and optimization Serve as a subject matter expert and consultant on all areas of data analytics, machine learning, and artificial intelligence to senior leaders of the command, the Army's EIEMA, and other government agencies. Lead analytical study efforts for teams of analysts, engaged in data analytics, machine learning, artificial intelligence and business transformation analyses of current, evolving, or proposed DoD and Army Enterprise Information Systems initiatives. Technically and administratively supervises a team of Field Grade military and GS-13 and above civilian personnel. Represent the command on a variety of liaison, advisory, and consulting assignments with key technical and management personnel. Attend conferences, meetings, working groups, and professional seminars concerning solutions of specific programs. Establish and maintain contacts with other recognized experts in operations research, data analytics, machine learning, artificial intelligence, cost analysis, and information technology.

Such experience is typically in or directly related to the work of the position to be filled. Basic Requirement for Supervisory Operations Research Analyst (Data Scientist): Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must clearly describe the following quality experience: One year of specialized experience which includes analyzing, reviewing, coordinating, and/or integrating the actions necessary to implement data science principles; formulating program plans, policies, procedures, and/or programmatic guidance necessary to implement data science principles; representing the organization on a variety of liaison, advisory, and/or consulting assignments; and advising and making recommendations on study direction to Operations Research Analysts and Computer Scientists/Engineers who are organized into study teams.
