The Management and Planning Division (M&P) advises and supports the OIG in the following areas: administrative and fiscal policy, executive resources, training, finance, quality assurance, procurement, facilities, human resources, security, and records management.

Duties

If you are selected as an Human Resources Specialist, your responsibilities would include, but would not be limited to: Reviewing personnel actions for accuracy and completion. Recommends policy and practices changes to strengthen and improve the staffing activities, strategies, and techniques .Makes use of multiple recruiting strategies including special appointment authorities, such as those for employees with disabilities, displaced employees, certain veterans, and direct hires to complete placements for the organization. Advising on junior level intake, use of developmental and upward mobility jobs, changes in skills requirements, and other approaches that may help in staffing the organization and in improving employee productivity, morale, and retention. Coordinates analyses and recommendations with other personnel and management specialists as appropriate. Identifying problem areas; recommends changes or improvements in agency policies and practices and drafts implementing guidelines and materials. Explaining the standards, classification decisions, the impact of designated duties on classification, and complaint and appeal procedures to employees, supervisors, and operating officials or managers. Serving as the coordinator for one or more individual program areas such as Pathways, Workers' Compensation, Leave Administration, Performance Management, incentive award ceremonies and special award programs, reasonable accommodation, disability recruitment and placement, medicals, new employee orientations, special training initiatives, data system management, office property management, office files management, office safety program activities, etc.

Requirements

  • You must be registered for the Selective Service, if applicable.
  • You must successfully pass and are subject to random drug screenings.
  • You must meet all qualification requirements by the closing date of this announcement.
  • You may be subject to a probationary period.

Qualifications

Specialized Experience: To qualify for this position at the GS-13 grade level, applicants must have at least one year of specialized experience at or above the GS-12 grade level in the federal sector, or the equivalent in the private sector. Specialized experience is defined as experience that is typically in or related to work of the position to be filled and has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position your specialized experience must demonstrate the following: Independently providing technical services to management for staffing and placement, classification, and for other human resources actions, including but limited to, pay administration, workers compensation, performance management, and time and attendance. Appling category rating principles; using automated systems to process recruit actions, using multiple recruitment strategies to hire applicants; performing evaluation and adjudication to determine veteran preference, CTAP/ICTAP, Delegated examining, and ensuring compliance with regulation and guidance. Experience independently adjudicating veterans' preference. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
