This position is located in the Office of Strategy, Communication, and Health Equity, Bureau of Global Health Security and Diplomacy (GHSD/SCE). The office serves as an intersection for policy and strategy coordination on issues that span GHSD, including its communications, legislative agenda and partnership agenda, and is responsible to ensure health equity considerations are integrated into the Bureau's strategy and communication.
Duties
Serves as the authoritative technical consultant and subject matter expert on all GHSD matters relating to communications and global health public affairs and performs work of broad scope and a
high degree of cross-functional complexity.
Develops new methods and approaches in planning, integrating, and evaluating the overall global health public affairs program for the Department; counsels agency management on
the formulation and articulation of an overall approach to global health.
Independently prepares, reviews, edits, and approves certain technical and non-technical documents to include speeches, press releases, and articles for external magazines, newspapers, and newsletters published by technical organizations
Establishes and maintains effective working relationships with individuals and groups interested in or affected by programs, creating meaningful dialogue, and interchanges to increase understanding and acceptance of GHSD’s policies and programs.
Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank; makes or approves selections for subordinate nonsupervisory positions.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
-Experience serving as a technical consultant on communications and public affairs for an organization.
-Experience working to undertake public affairs efforts that support major initiatives and that substantially affect the perception or understanding of global health issues.
-Experience planning and assigning work, evaluating work performance, giving advice, counseling or instructing employees on both administrative matters and resolving complaints.
-Experience understanding media operations and patterns of interaction between media and the government.
There is no substitute of education for specialized experience for the GS-15 position.
