The primary purpose of this position is to provide planning, directing, organizing, and exercising control over Fleet Management & Analysis (FM&A)/Customer Service and Material Control functions. Serves as the base Vehicle Fleet Manager.
Duties
Manages the Buckley motor Vehicle Fleet Program and Nuclear Certified Equipment (NCE).
Establishes and performs functions of the Vehicle Fleet Management office (VFM). Prepares and coordinates the annual vehicle priority buy with the 441Vehicle Support Chain Operations Squadron (VSCOS).
Serves as the functional point of contact for day-to-day budget/financial issues. Coordinates with the LRS Resource Advisor and budget office counterparts to obtain, monitor, and track the organizations funds.
Exercises supervisory personnel management responsibilities.Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Specialist Series 2101
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of vehicle ground transportation and maintenance concepts, policies, principles, and methodology to identify, analyze, and resolve vehicle operations issues and problems. Knowledge of organizational missions, objectives, and procedures prominent in the DoD Transportation System and vehicle operations functions. Knowledge of federal agencies practices and commercial procedures to manage efficient and effective vehicle operations that meets customer's needs. Knowledge of over the road hazardous and/or explosive cargo movement procedures and compatibility. Knowledge of budget planning in order to track transactions relating to Annual Depot Plan, Annual Scheduled Maintenance Plan, and Motor Vehicle Lease Program (GSA).

EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of principles, processes, and techniques vehicle maintenance and motor vehicle operating; in addition to knowledge of safety regulations, procedures, policies and government contracting regulations and guidelines.
Knowledge of the administration processes and documentation requirements in managing a motor vehicle fleet using computer systems and in accordance with Public Law; knowledge of performing analysis and report functions to ensure assigned motor vehicle fleets are used efficiently.
Knowledge of budget planning in order to track transactions relating to Annual Depot Plan, Annual Scheduled Maintenance Plan, and Motor Vehicle Lease Program (GSA)
Skill in planning, scheduling, monitoring, and analyzing the maintenance requirements on large motor vehicle fleets; skill in performing analysis and report functions to ensure assigned motor vehicle fleets are used efficiently.
Ability to effectively communicate orally with writing skills to initiate studies and write reports, plans, briefings and operating instructions, to conduct status briefings and reports and to participate in planning meetings and training sessions.
Ability to manage overall direction and coordination of subordinate work activities and functions and implement sound personnel policies, practices, and procedures through one or more levels of subordinate supervisors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
