This position provides operational support for in house applications or processes such as; Virtual Daily Management Daily System (V-DMS), Corrective Action Dashboard and other projects under Systems Redesign & Improvement service at the San Francisco VA Health Care System level.

Duties

Major duties include: Supports facility operational processes such as V-DMS, Corrective Action Dashboard, Project Registry and other supporting applications or processes, in the realms of efficiency, communication, and information sharing. Serves as the technical specialist for the facility for design, management, and improvement of the facility's internal customer information sharing and collaboration tools. Provides daily customer and consultative support identifying appropriate process measures: monitors quality and performance based on daily management workflow analysis tools and principles. Reviews and appraises existing operating methods, practices and procedures detecting operating deficiencies, inefficiencies or unfavorable trends with responsibility for recommending adaptable solutions to achieve desired goals and objectives. Acts as the coordinator for troubleshooting follows- up, change requests, modification and updates and improvements to digital, operational huddle boards. Coordinates with education elements to recruit/retain/educate trainers, works with services across all healthcare settings to develop champions/experts; coordinates and schedules training sessions, coordinates follow-up with coaches, Service Chiefs, Business Managers and AOs on service training needs. Conducts scheduled and unscheduled surveys to verify huddle board usage; tracks huddle board usage at service and section level, verifies service login pattern/usage as required, contacts service chiefs or business managers to increase usage. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: Available Position Description Title/PD#: Health System Specialist/PD01666-O and PD01665-O Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. At other times the work is sedentary, requiring the use of a computer. Duties are performed primarily in an adequately lighted and climate-controlled office, classroom, or conference room setting. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-09 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have analyze and evaluate criteria to the measure and improve program effectiveness and productivity; Collect, analyze, and present data; Coordinates SharePoint and Internet based initiatives; and Provide customer service support to troubleshoot problems, collaborative to find solutions, and provide consultation to customers. OR Applicants may substitute education for the experience required for the GS-09 level. Must have successfully completed a master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. in a related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. At this level, applicants would have analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and productivity; Uses clinical and administrative practice guidelines and guidelines designed by healthcare organization to manage daily operations, collect, analyze, and present data for performance improvement of the daily management and operational process; Has developed and delivered training plans, curriculum, and materials; Coordinates complex, interdisciplinary, SharePoint and Internet based initiatives using systems engineering principles; and Provides customer service support to troubleshoot problems, collaborative to find solutions, and provide consultation to customers. OR Applicants may substitute education for the experience required for the GS-11 level. Must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
