This position is located in the Bureau of Consular Affairs, Office of the Executive Director, Human Resources Division (CA/EX/HRD). This position is responsible for reviewing, preparing and/or coordinating controversial, high priority and complex position classification request.
Duties
Reviews, prepares, and/or coordinates position classification requests rom management officials to assess the accuracy and adequacy of the requests and its supporting documentations
Conducts interviews with employees and managers to obtain additional factual information, as needed, about the proposed duties and responsibilities and their relationship to those of other positions within and outside the immediate organization
Consults with and provides advisory services to management officials and staff concerning conventional classification and organizational structure issues

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience researching, interpreting, and applying appropriate Federal laws, regulations, policies and guidelines in the human resources functional area of classification;
Experience applying fundamental HR management laws to advise on and/or resolve moderately complex, procedural and/or reoccurring issues with multiple apparent solutions
Experience analyzing broader HR management issues and the impact of decisions made in one specialization on the entire HR system
Experience drafting a variety of reports, letters, memoranda, position descriptions, position evaluation statements, and other correspondence on a full range of sensitive management issues;
Experience using various techniques (e.g., analytical, diagnostic, qualitative, and quantitative) to identify, evaluate, and recommend appropriate HR interventions to resolve complex interrelated problems
There is no substitute of education for specialized experience for the GS-12 position.
