The Southern Arizona VA Health Care System (SAVAHCS) is recruiting for an Assistant Chief in the Engineering Section of Facilities Management Service Line, and has additional responsibilities as a member of the Office of the Chief, Facilities Management, designated Chief, Facilities Management in the absence of the Chief with all the responsibilities and authorities vested in the Chief.

Duties

Duties include but may not be limited to: Provides engineering review, guidance, and supervision of all technical programs. The programs include construction and design, maintenance of structures, grounds, and operation of the utility systems. These programs are systematically reviewed to assure compliance with published guidelines and good engineering practice. Deficiencies identified must be corrected or programmed for funding. Responsible for providing professional engineering direction to comply with legislative and accrediting requirements at the medical center. These requirements include federal (i.e., Occupational Safety and Health Administration, Environmental Protection Agency, Food and Drug Administration, National Fire Protection Association etc.), state and local authorities having specific jurisdiction concerning protection and quality of life and environment; as well as accrediting bodies (i.e., The Joint Commission, College of American Pathologists, etc.). Incumbent provides a professional engineering consultative service to medical and administrative personnel within the medical center. Such services include feasibility studies, advice on application of new technology and engineering solutions to identified problems. Responds to the myriad needs of the health care environment and has the authority to effect changes for the benefit of patients. staff and visitors. Responsible for supervising design and construction projects. typically through subordinate staff, and inspects completed work for professional adequacy. Work must comply with federal and agency requirements or, in their absence, good engineering practice. Actively participates in and supports formal and informal local management sessions including policy review and committees such as Environment of Care, Construction Safety, Infection Prevention, Operations Executive Board. and Resources Board. Actively participates in and supports VISN level activities and committees such as the Capital Asset Committee. Regularly reviews major utility systems and associated equipment to assure compliance with regulations, operating standards, and ability to meet medical needs. Identifies deficiencies are corrected locally or included as part of a comprehensive plan for agency funding. Incorporates the result of these reviews and the Facility Condition Assessment (FCA) into the annual Strategic Capital Investment Plan (SCIP). Performs the administrative and personnel management functions relative to staff supervised. Incumbent provides for formal and on-the-job training and instruction of staff and establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes and evaluates employees' performance. Provides guidance and relates policy and procedure to all disciplines within the program. Adjusts work procedures among staff according to workload of each program to assure the highest efficiency. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: (1) Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR (2) Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR (3) Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. Grandfathering Provision. All individuals employed in VHA in this occupational series or in another occupational series performing the duties as described in the qualification standard on the effective date of this qualification standard, are considered to have met all the qualification requirements for the grade held including positive education that is part of the basic requirements of the occupation. For employees who do not meet all the basic requirements of this standard, but met the qualifications applicable to the position at the time they were appointed to the position, the following provisions apply: (1) Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. (2) Employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels. (3) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard. (4) Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. (5) Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-13 (1) Experience: Applicants need to have 1 year of creditable experience at the GS-12 level and demonstrate the following Knowledge, Skills and Abilities (KSAs): (2) Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Knowledge of the management of overall healthcare system resources, (i.e., finances, space, equipment, supplies, schedules and staffing). (b) Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications as related to healthcare facilities. (c) Skill in using effective communication in managing interpersonal relationships with internal and external customers, stakeholders, executive leadership, labor representatives and managers. (d) Skill in balancing priorities, delegating tasks and meeting multiple competing deadlines. (e) Skill in interpreting broad or general national policies and guidelines and adapting/applying them to specific compliant programs at the local healthcare system. (f) Skill in recognizing and assessing evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions. (g) Ability to analyze complex organizational problems and develop and implement effective solutions that result in efficient operations. (h) Ability to anticipate, develop and implement strategies in meeting the healthcare system's short term and long-term strategic goals in a highly fluid environment. (i) Ability to ensure compliance with healthcare industry standards and regulatory agency and organization (including but not limited to TJC, OSHA, NFPA, etc.), regulations, requirements, guides, policies, procedures, directives and general medical program requirements as they relate to healthcare engineering. (j) Ability to interview candidates for positions, recommend appointments, advancements, or when appropriate, disciplinary actions; evaluate performance and identify continuing education and training needs.
