THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This ND National Guard position is for a SUPV IT SPECIALIST (PLCYPLN), Position Description Number D2173P01 and is part of the ND 119 Communications Flight, National Guard.
Duties
The purpose of this position is to serve as the Plans and Resources section supervisor and a senior Information Technology (IT) specialist.
Analyzes requirements and establishes plans of action for improving IT applications.
Analyzes existing and planned IT applications, both hardware and software, to determine current and future potential for enhancements.
Performs as plans and policy advisor to functional users of information technology.
Maintains required information assurance certification IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996, in order to ensure the rigorous application of information security/information assurance policies, principles, and practices in the delivery of all information technology services.
Plans and develops methods, procedures, policies, and techniques concerning telecommunication systems.
Performs work involved in developing, refining, and complying with telecommunications systems planning and policy direction including short- and/or long-range planning.
Implements IT and communications programs and special projects.
Assists with contracting functions and budget preparation.
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work.
Adheres to management control plan requirements by conducting self inspection and staff assistance visits.
Resolves identified discrepancies.
Requirements
- This is an excepted service position that requires membership in a compatible military assignment in the ND Air National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposition is mandatory.
- You must be able to obtain and maintain a SCI/TS security clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must be able to obtain Information Assurance Management Level 1 certification within 12 months of employment.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives.
- Selected applicant must be able to obtain and maintain the required AFSC.

PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION.
MILITARY GRADES: Officers (O1-O3), and members eligible to become an officer.
COMPATIBILE MILITARY ASSIGNMENTS: 017D3A
AFSC is not a disqualifying factor for eligibility. However, Applicant must be able to obtain the required AFSC.

SPECIALIZED EXPERIENCE: Applicant must haveat least one year of specialized experience at the GS 11 grade level or civilian equivalent which includes: 1) Implement IT prescribed internal controls and adaptations of guidelines or precedents to meet the needs of the organization; 2) Planning, developing, and carrying out vital IT projects; 3) Identifying issues, and resolving critical problems concerned with all areas of the group and Wing; 4) Mentoring and providing technical analysis of complex IT projects.
Education
There is no education substitution for the specialized experience.
