THIS IS A ND NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. Military membership is NOT required. This ND National Guard position is for aIT CYBERSECURITY SPECIALIST (INFOSEC), Position Description Number T5895000 and is part of the ND 119 Operations Support Squadron, National Guard.

Duties

This position is located in an Air National Guard (ANG) Sensitive Compartmented Information Facility (SCIF). The purpose of this position is to serve as Information System Security Officer (ISSO), ensuring the confidentiality, integrity, and availability of classified information systems, networks and data through the enhancement of Department of Defense (DoD) information systems security programs, policies, procedures and tools. Enhancement of information systems security programs, procedures, and tools are specifically accomplished by conducting vulnerability assessments and ensuring all protection needs are met. Serves as a technical expert and focal point for Information Technology (IT) security and information assurance policies, planning, programs, initiatives, certification and accreditation. Provides advice and assistance regarding security aspects of processing, storage, retrieval, transmission, and access of classified and unclassified information. Administers and monitors installation compliance with all applicable DoD, USAF, National Guard Bureau (NGB) and Air National Guard (ANG) Information Assurance regulations and policies. Evaluates and assesses vulnerabilities of classified network and application server hardware, operating system software, and peripheral network equipment such as routers, bridges, switches, attached cabling system, network interface cards, modems, multiplexers, and concentrators. Updates hardware and software architecture databases to reflect installations, turn-ins, and changes in reportable software. Reviews national, DOD and other policies, program proposals, operational and strategic plans, and identifies issues requiring tier two actions or inputs. Based on these reviews, provides technical recommendations for changes to the security posture to the Wing Information System Security Manager (ISSM). Analyzes equipment and software reliability and suitability for vulnerability assessment utilization. Conducts analyses of classified network usage, hardware and software capabilities, ineffective practices or procedures, equipment shortcomings, and other relevant factors.

Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposition is mandatory.
  • Selectee must meet position requirements for certification at Level II in Information Assurance Technician (IAT-II) within 6 months of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Spe 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must possess a TOP SECRET clearance with SCI prior to appointment.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate, to perform temporary duty assignments.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • The employee will be required to have, or obtain, and maintain a valid driver?s license.
  • Position is designated as OM-ADM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless approved by the TAG.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing.

SPECIALIZED EXPERIENCE: Applicant must have one year of specialized, experience equivalent to at least the GS 11 level, which includes: 1) Provide advice, and instruction on cyber security issues; 2) Participate in the collection and analysis of technical and management data associated with the agency cyber security programs; 3) Exchange information in connection with cyber security requirements; 4) Experience developing and/or evaluating information systems security programs. You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire. Refer to "How you will be Evaluated" section of this announcement. Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
