About the Position: This position is located with Evans Army Community Hospital, Fort Carson, Colorado.
This position is a TERM position NTE 13 months. It is time-limited and may be extended up to eight years, may be converted to permanent career or career-conditional appt without further competition as long as all requirements are met.
This is an obligated position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position.
Duties
Serves as Contracting Representative with responsibility for the planning, development, evaluation, and payment for various service contracts.
Compiles all pertinent data and prepare reports identifying problem areas.
Maintains a system of record for timely billing and payment of invoices and vendor pay requirements the Military Health System (MHS).
Performs various contract administration functions such as reviewing awarded contracts, coordinating verification of work perform by the contractor for payment of invoices.
Submits approved packets to the appropriate contract office for processing/contract award.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Contracting Officer's Representative Level III certification within 24 months of hire date.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Position is designated as Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations.

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which demonstrates experience in contracting administration, negotiation, and termination functions; monitoring contractor performance and tracking service line funding; Analyzing costs, statistical data, and preparing correspondence. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading education leading to a Ph.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Contract Management, Procurement Financial Management, and Business Management. (The number of semester hours required to constitute one full academic year of graduate education is the amount specified by the college or university attended; if this number cannot be obtained from the college or university, 18 semester hours will be considered equivalent to one year, so 54 semester hours would be equivalent to three full academic years of graduate education.) (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
