This position is located in the Division of Operating Reactor Safety, Reactor Projects Branch 2. The supervisor is Billy Dickson. This position is Non-Bargaining Unit. This position requires moderate travel.Selectee will be subject to Office of Government Ethics Confidential Financial Disclosure reporting requirements.

Duties
Manages and develops the implementation of the Reactor Oversight Program for assigned power reactors during all phases of testing and operation to assure the safety of NRC licensed facilities and activities and compliance with NRC requirements. Supervises baseline, supplemental, and reactive inspections, as well as various assessments. Enforces the provisions of NRC permits, licenses, rules, regulations, orders and other directives pertinent to the protection of the public health and safety and to the common defense and security. Supervises resident and/or region-based inspectors, and provides for their evaluation and development. Supervises branch participation in Reactor Oversight Program assessment processes. Supervises the ongoing technical review/analysis of operating experience, allegations and emergency response activities as assigned. Develops and implements management controls to measure individual and branch performance and to achieve regional and agency goals. Implements the Agency standards for conduct of work including quality, professionalism, timeliness and focus on risk significance. Provides leadership necessary to develop staff for appropriate future professional growth.

Qualifications
Demonstrated knowledge of NRC regulations, regulatory guides, industry standards, and NRC manual chapters associated with the licensing and inspection of facilities regulated by the NRC.Demonstrated knowledge of nuclear power plant operations, engineering, and reactor physics required to identify, analyze, and develop conclusions regarding assessments of licensee performance.Knowledge of technical review and assessment techniques in response to events, enforcement actions, and allegations that is sufficient to provide support to investigations, special agency inspections, and emergency response.
Demonstrated ability to clearly communicate, both orally and in writing, to NRC staff and management, licensees, other government agencies, elected officials, the public, the press and industry groups on varied complex and sometimes controversial technical problems.
Ability or potential to provide technical and programmatic leadership and to effectively utilize human resources. Ability or potential to supervise a technical staff as demonstrated by success in formulating program goals and objectives, planning program activities, coordinating and managing technical personnel, establishing methods for evaluating the effectiveness of work programs and procedures, and reviewing and evaluating technical findings and conclusions.In addition to the basic requirements, to qualify for this position you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as experience that demonstrates the potential to provide effective leadership and to assure organizational effectiveness in the areas of work processes and resource and equipment utilization, as well as a thorough knowledge of facility management, engineering methods, techniques and practices associated with reactor testing, maintenance, engineering, and operational programs.
Education
Candidates must have a thorough understanding of the principles, theories, and practices of nuclear engineering and reactor physics, evidenced by possession of a bachelor's degree in engineering or equivalent combination of engineering degree, training, and experience in the engineering field that has been or would be qualifying for certification as equivalent through professional registration procedures.
