The primary purpose of this position is to serve as a Firefighter assigned to drive and operate firefighting vehicles of significant complexity engaged in airfield and structural firefighting and crash-rescue operations and assist in reducing and/or eliminating potential fire hazards.
Duties
Drives and operates firefighting vehicles, such as pumpers, aerial ladder trucks, and Airport Rescue Fire Fighting (ARFF) vehicles.
Performs crash/rescue and firefighting duties at airfields handling predominantly large of complex aircraft (e.g. fighters, bombers, cargo, passenger).
Performs structural firefighting duties for a variety of facilities which may include research and/or large industrial complexes. Performs rescue of personnel and a variety of first aid measures to alleviate further injury and prepare the victim(s) for transport to a medical facility.
Maintains firefighting equipment and fire station facilities. This position will support the Federal Government's response efforts to COVID-19.
Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

- The employee is required to work a 72 hour week on a 24 hour on/24 hour off basis which includes weekends, and holidays. May be subject to recall.
- This is a Testing Designated Position. The employee is subject to random drug testing (IAW HQ-USAF letter dated 29 Jan 90).
- This position requires the employee to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required.
- Position requires ability to discern colors, contrast, and depth.
- May be required to work the Fire Alarm and Communications Center (FACC).
- May be required to participate on Hazardous Materials Teams (HAZMAT).
- May be required to perform duties associated with the operation of aircraft arresting barrier equipment.
- The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or
- office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7 “Screening the Ready Reserve”)
- The position requires a pre-employment physical examination.
- Must be able to obtain and maintain a secret security clearance.
Qualifications
This is a Term position NTE 36 months; the individual selected for this position may be non-competitively extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Fire Protection and Prevention Series 0081
SPECIALIZED EXPERIENCE:Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes airfield and structural, driving and operating firefighting vehicles, crash-rescue operations and reducing/eliminating potential fire hazards.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
MAXIMUM ENTRY AGE: Title 5 U.S.C. 3307 authorizes the head of any agency to establish a maximum entry age for the original appointment of individuals to the position of primary and rigorous firefighter. For initial appointments, applicants cannot have reached their 37th birthday by date of appointment. Individuals who are past the maximum entry age limit (37 years) and have prior Federal civilian firefighter experience covered by title 5 U.S.C. section 8336(c), need to upload their first Appointment SF50's into a GS-0081 position to verify if age waiver is still required or if that time can be subtracted from your current age and qualify for reentry without the age waiver.
Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and ability to drive and operate firefighting vehicles of significant complexity. Knowledge of the principles of hydraulics as they pertain to water flow, water pressure, water levels, line (friction) losses, etc.
Knowledge of basic and specialized firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures. Knowledge of basic building design, construction, and occupancy.
Knowledge of the latest changes in aircraft cockpit design, ordnance placement, and cabin layouts to include the operation of hatch or canopy release mechanisms, ejection seat mechanisms, and/or oxygen supply systems. Knowledge of and ability to apply emergency first aid techniques.
Knowledge of safety requirements as outlined in applicable safety standards, regulations, and/or technical orders. Skill in operating communications equipment.
Skill in detecting and recognizing fire hazards (potential and immediate). Ability to maintain good working conditions.
Ability to communicate orally and in writing. Ability to lift and carry heavy loads.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
