The primary purpose of this position is to provide management control for Hazardous Materials Operations, Safety/Health Programs, Vehicle Control Officer, and logistical support for all assigned fire protection personnel. Assists the Fire Chief in the implementation and supervision of these programs.

Duties

Responds and provides operational direction and control to all hazardous material/emergency situations. Provides operational direction and control of specialized fire department operations and training. Manages the Fire Fighter Occupational Safety and Health Program for the Fire Department. Performs duties as Cost Center Manager. Performs Vehicle Control Officer (VCO) duties. Supervises one military 5 level employee performing supply account custodian duties. This position will support the Federal Government's response to efforts to COVID-19.

• Performs duties as Assistant Fire Chief of Operations on an as needed basis for up to 24 hours at a time to provide command and control during aircraft, structural and other fire emergencies.
• While performing as the on-duty Assistant Fire Chief of Operations, acts for the Base Fire Chief when both the Fire Chief and Deputy Fire Chief are absent.
• Work will involve infrequent temporary duty travel and could possibly involve a military deployment tasking.
• This is a key position. It cannot be vacated during war or national emergency without seriously impairing the mission.
• Incumbent must perform key duties and may be required to take part in mobility exercises.
• This position has been identified as a designated position under the AF drug-testing program. Incumbent of this position is subject to possibility of random drug testing.
• Employee must participate in a mandatory physical fitness program.
• Employee is required to use all safety equipment and clothing provided by management.
• The employee is required to work a 60 hour work week. Performs as Fire Ground Safety Officer during emergency responses.
• The employee may be required to work rotating shifts which may include evenings, weekends, holidays, and/or one 24 hour shift per week. May be subject to recall.
• May be required to participate in on-scene fire fighting during emergencies, low-manning periods, or during stand—by hours while on 24 hour shift. These duties require heavy lifting and physical exertion.
• The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required.
• Position required to work the Fire Alarm and Communications Center (FACC).
• Must be able to obtain and maintain a Secret Clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the individual Occupational Requirements (IOR) for the GS Fire Protections and Prevention Series 0081. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-10 grade level in the Federal service which demonstrates the particular knowledge, skills and abilities to successfully perform the duties of the positions: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and (6) developing, implementing, or providing instruction in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Must have knowledge of the requirements for hazardous materials planning, preparedness, training, and response requirements place on the Fire Service by Federal legislation and regulations (Superfund Amendments and Reauthorization Act (SARA) of 1986 and 29 CFR 1910.120, Hazardous Waste Operations and Emergency Response). Knowledge of National Fire Protection Standards 471, Responding to Hazardous Materials Incidents, and 472, Professional Competence of Responders to Hazardous Incidents. Knowledge of NFPA Standard 1500, Fire Department Occupational Safety and Health Program. Working knowledge of fire chemistry and a basic knowledge of general chemistry. Knowledge of aircraft and structural fire suppression/rescue operations, confined space rescue as outlined in 29 CFR 1910.146, high angle rescue, and wildland firefighting. Knowledge of management principles and processes. Skill in oral and written communications and technical writing. Ability to teach, instruct and demonstrate the use of mechanical devices, tools, and equipment. Ability to evaluate emergency conditions, formulate operational strategies for mitigation/resolution and ability to react calmly during emergencies while under physical and mental stress. Ability to plan organize, coordinate, and direct personnel and resources to accomplish a given objective and to supervise the work of subordinate employees. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level.
