This position is located in the U.S. Department of Education, Office of the Secretary, Immediate Office.The Immediate Office of the Secretary (OS) provides direct advisory and logistical support to the Secretary and Deputy Secretary. Senior staff positions in OS include the Chief of Staff to the Secretary (CoS), the Deputy Chief of Staff for Strategy (DCoSS), the Deputy Chief of Staff for Policy and Programs (DCoSPP), and the Senior Advisor(s).
Duties

Qualifications
Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialize experience. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience providing analysis and advice on issues that involve controversy, intensive outside interest, or significant long-range effects on an organization.
2. Experience developing briefing materials, talking points, and/or status reports for senior leadership attention, review, and/or signature.
3. Experience preparing and delivering briefings and communications either verbally or in writing to senior executives.
Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement). 1. Skill in oral and written communications advising and consulting a variety of customers, present findings and recommendations, negotiate agreements, and secure cooperation.
2. Knowledge of the range of laws, regulations, principles and methods applicable to the program that is sufficient to provide authoritative advice and develop new approaches.
3. Knowledge of program objectives and requirements that is sufficient to resolve controversial disputes, address problems not susceptible to resolution by existing methods, and develop alternative approaches.
