Duties
As a senior Human Resources Specialist for the Executive Office for United States Attorneys (EOUSA), incumbent provides program policy, technical guidance, and training on the staffing program to EOUSA senior leadership and the collective United States Attorneys' Offices (USAOs). EOUSA and the collective USAOs are comprised of nearly 13,000 employees located in 94 offices throughout the United States. Duties include:
Interprets applicable regulations, laws, and/or prevailing practices and renders sound advice and assistance;
Keeps leadership informed of major policies and programs under development;
Provides expert advisory services and/or authoritative policy interpretations on highly complex issues;
Assists and advises management in planning, establishing, and maintaining program activities and exercises initiative in developing additional activities designed to meet present and future requirements;
Performs advisory services, short- and long-range program development and strategic planning activities in support of senior leadership;
Participates in conferences, seminars, and meetings designed to inform managers and support staff of program changes, new developments, and to coordinate the implementation of new programs.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.

Qualifications
GS-14: To be qualified for the GS-14 level, applicants must have at least one full year of specialized experience equivalent to the GS-13 level in Federal service.
Specialized experience includes providing advisory services and technical guidance in regard to complex Federal staffing, recruitment and position management issues; provides authoritative policy interpretations on organization-wide staffing and placement program issues, develops staffing policies and procedures and provides oversight of the staffing program. Responds to staffing issues that requires complex guidance and/or policy interpretation.
