About the Position: Performs with a high degree of independence, establishing program priorities, goals, and objectives with the expectation of autonomous implementation. Incumbent has full responsibility and individual accountability for the successful implementation of Educational and Developmental Intervention Services (EDIS) across the U.S. Army. Performance is measured in terms of achievement of goals within the overall mission of the U.S. Army Medical Command and DoD.

Duties

Incumbent has full responsibility and individual accountability for the successful implementation of Educational and Developmental Intervention Services (EDIS) across the U.S. Army. Serves as the key advisor to the Army Office of the Surgeon General (OTSG) and Commander, U.S. Army Medical Command (MECOM), giving guidance throughout the organization on Educational and Developmental Intervention Services (EDIS). Provides program leadership, management, oversight for all Educational and Developmental Intervention Services programs throughout the Army. Serves on DoD task forces, committees, and monitoring teams evaluating programs provided under Individuals with Disabilities Education Act. Performs the full range of supervisory responsibilities of two Government employees, who provide essential support to the overall program development, personnel training, and compliance monitoring activities.

Basic Requirement: Degree: Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours in a field related to the work of the position, such as Education, of which at least 9 semester hours must have been in education courses. OR Combination of Education and Experience: At least 24 semester hours in a field related to the work of the position, such as Education, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below. OR Experience: Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this position. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university. OR Teaching Experience: At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) providing early intervention and special education related services; 2) Evaluating existing policies and procedures and developing recommendations for strategy direction on Educational & Developmental Intervention Services; AND 3) Conducting meetings to improve military special education school support and/or transition programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementLeadershipProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
