Duties

Major Duties and Responsibilities Public Affairs Program Manager Oversees the VAEKHCS public affairs and strategic communication program with responsibility for planning, designing and executing functions in the areas of public information, healthcare systems Information, community relations and marketing. Administers programs that are of regional and national scope. Establishes and maintains proactive contacts with media outlets, legislative offices, veteran service organizations and health care affiliates. Oversees the production of news releases, fact sheets, brochures, exhibits, displays and audiovisual presentations to publicize and inform a variety of internal and external audiences on the mission and capabilities of VAEKHCS. Approves promotional materials for VAEKHCS and oversees the editing of materials written by other staff members throughout the VAEKHCS. Markets stories written by VAEKHCS senior staff to outside entities. Personnel Supervision Plans work to be accomplished by subordinates. Sets priorities and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty, the requirements of the assignments and the capabilities of employees. Develops performance plans and evaluates performance of subordinates. Provides advice, counsel or instruction to individual employees on both technical and administrative matters. Interviews candidates for positions in the office; makes recommendations for appointment, promotion or reassignment. Hears and resolves complaints, referring group grievances and the more serious complaints not resolved to higher-level supervisors. Effects minor disciplinary measures such as warnings and reprimands, recommending action in the more serious cases. Identities developmental and training needs of employees, providing or making provision for such development and training. Public Affairs Program Strategic Planning Participates in the development of long-range corporate strategy for VAEKHCS. Independently completes projects which are part of the VAEKHCS strategic communications planning process. Supports coordination in determining all immediate and long-range issues identifying those that will be considered at the planning session. Reviews objectives and issues with the Medical Center Director to clarify the issues and ensure each is consistent with those of other directorates. Ensures stated issues are not duplicated, that the correct agents are addressed and that issues are clear and reasonable. Structures the strategic communications planning agenda according to the priority of the issues to be addressed. Regional VA Communications Consultant Performs work related to other VA agencies including, but not limited to, the Veterans Crisis Line Call Center, the National Cemetery and Member Services, all located on the VA Eastern Kansas Campuses. Serves as subject matter expert on media-related topics and provides public relations oversight and support during major events, high profile burials, positive and negative media inquiries, marketing and recruiting initiatives, interviews and other public relations interactions as directed by VACO. Serves as VHA point of contact for local media issues. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: One year of specialized experience which includes: 1) Planning, directing, & executing the strategic communication plans for a facility; 2) Promoting and expanding the reach and impact of approved messaging and public education; and 3) Advising on communication matters for a healthcare delivery system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). **Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
