THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a PUBLIC AFFAIRS SPECIALIST, Position Description Number T0100000 and is part of the KS Joint Forces Headquarters, National Guard.
Duties
As a PUBLIC AFFAIRS SPECIALIST, GS-1035-09, you will apply modern, industry techniques to create engaging social media content to tell the Army's story and communicate Army recruiting priorities on the recruiting battalion's official social media platforms. Plan and creates multimedia content using graphic design, photo manipulation and video editing software and techniques. Must be able to operate the battalion's host of social media platforms. Will ensure all social media pages within the battalion's footprint maintain consistent messaging and provide accurate, policy-compliant, engaging and timely information. Knowledge of operating Hootsuite is recommended. Must be knowledgeable of DOD and Army policies regarding social media. Assist with managing the battalion's Social Media Content Calendar. Works regularly with USAREC's web content manager and social media marketing representative to ensure content integration and synchronization between the command's website and social media platforms. Attend working groups, operational planning teams and in progress reviews with battalion and brigade staff in support of the command's communication strategies with a focus on social media as well as usarec.army.mil support and content development. Understand how to access social media platform metrics and assist the Advertising and Public Affairs Chief with compiling reports. Other duties as assigned.
Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements.
Requirements
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Must possess or be able to obtain a secret security clearance within one year of appointment.

Qualifications
GENERAL EXPERIENCE: Must have the below competencies required to be held for the position.
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work.
SPECIALIZED EXPERIENCE: Must have the general knowledge and experience equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization, of principles, methods, practices and techniques of written and oral communications that allows you to apply principles and use engage the battalion's audiences via social media platforms using sound Army Public Affairs practices.
The work is primarily sedentary; however, there is some walking, standing, bending, and carrying of light objects (paper, books, etc).
The work involves everyday risks and discomforts typical of offices and meeting rooms. The work area is adequately lighted, heated, and ventilated.
Education
Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
Substituting education for experience requires the following:
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
