This position is located at the VHA Member Services in Topeka, KS. The Civilian Pay Technician provides clerical, assistant, and technician level support in payroll and other administrative areas from within Member Services, for several national programs.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-05 and GS-06 grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The major duties include but are not limited to: Processes the full range of payroll actions in an automated system; Performs in-depth auditing and investigating of leave and pay issues, reporting findings to management, and recommending actions to be take based on findings; Consults and advises management officials regarding payroll-effecting events/actions (e.g., settlements, arbitrations, etc.); Audits and reconciles time and attendance records to assure accuracy of paid hours, premium pay, etc.; Researches and codes changes to employees' records, including such items as Federal taxes, health insurance, uniform allowances, annual leave balances, sick leave balances, etc.; Performs work related to determining pay, maintaining payroll records, applying pay laws, regulations and agency policy, researching and coding of pay adjustments to normal pay, locality pay, night differential, overtime, holiday pay, etc.; Documents computer generated errors; Determines the completeness, accuracy, internal consistency, and propriety of pay actions and ensures they are made in accordance with compensation and related pay scales, rules, regulations, and instructions; Processes and withholds special pay entitlements; Makes complex pay adjustments; Researches back pay claims; Researches the total government cost per employee for present and future budget estimates; Conducts semi-annual desk audits of unit timekeepers to determine appropriate record keeping is occurring and reviews current time and attendance reports to assure correct posting procedures are being followed; Prepares written assessments of audit findings; Prepares training materials and trains new timekeepers; Provides information and counseling to employees regarding various payroll actions; Responds to written and verbal inquiries from employees, supervisors, timekeepers, etc.; Processes the collection of debts due to the U.S. Government; and, Performs all other duties as assigned. Qualifications

To qualify for this position at the GS-5 grade level, you must meet one of the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-4) in the federal service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of a Civilian Pay Technician at a development level, and that is typically in or related to the position to be filled. Specialized experience includes responsibility for processing and verifying payroll transactions; knowledge of timekeeping procedures; ensuring accurate and timely pay for employees; applying an organizations' pay and leave policies to ensure accurate transactions; and using a computer to process payroll transactions and perform associated administrative duties. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates, AND hours worked per week. ~OR~ Education: Successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college, or university. You will be rated on the following Competencies as part of the assessment questionnaire for this position: COMPENSATION AUDIT REPORTING COMPUTER SKILLS IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work of the position may require some physical effort such as standing, walking, bending, or sitting. There are no special physical demands. The person in the position works in an office setting involving everyday risks or discomforts. Normal safety precautions are required.
