The position serves as a Civilian Payroll Technician (CPT) for the Eastern Kansas Health Care System and works in the Financial Management Service Line. Incumbent is responsible for a full spectrum of payroll and timekeeping functions include determining pay, maintaining payroll records, processing payroll actions, responding to pay and leave inquiries, and completing related reports.

Duties

Duties include but are not limited to: Payroll Receives and examines complex payroll authorization documents (e.g., leave authorization forms, and allotments, employee organization deductions, etc.), makes computations, and prepares proper forms for the pay of the full variety of civilian positions (e.g., doctors and nurses under Title 38, etc.). Reviews time and attendance actions and utilizes the Fiscal and HR databases and VATAS to ensure employees are paid accurately and on time. Reviews novel and unique payroll situations which affect pay, leave, entitlements, taxes, benefits, other deductions and master pay record information for all employees in the group during the pay cycle. Makes retroactive adjustments and traces errors involving the correction of pay covering long periods of time (e.g., a year or more). Conducts extensive research to identify and resolve problems. Audits pay and leave accounts to identify and correct errors. Reviews source, substantiating, and supporting pay authorization documents for propriety, authentication, accuracy, and compliance with applicable regulations, policies, and precedents. Certifies all disbursement and collection vouchers involving civilian pay funds. Audits automated listings for accuracy of changes made to permanent records and ensures pay files are updated and balance. Conducts extensive record searches, traces discrepancies that occurred in the past, and determines the appropriate corrective actions based on existing guidelines. Computes and corrects any irregularities and/or provides specific guidance for corrective actions when returning action to input source. Maintains suspenses on actions returned and ensures all actions are processed within the specified time frame. Time & Attendance Reviews time and attendance reports for a diversified assigned time and leave units. Works with a wide variety of different types of appointments and employment situations under various pay systems (Title 5, Title 38, VCS, Fee Basis, part-time, full-time, Intermittent); with different entitlements to pay, leave, deductions, and benefits based on these pay systems. Each system has varied tours of duty (24-hour operations, irregular tours, etc.) and is covered under different pay entitlements that may vary greatly in premium pay and/or benefits. Audits timekeepers on a semi-annual basis as mandated. Provides customer service in person or by telephone, and completes correspondence (e.g., answers written inquiries, prepares letters to obtain missing information, etc.) related to employee pay. Interprets customer's inquiries and resolves discrepancies and complex problems based on an extensive knowledge of civilian pay rules, regulations, laws, procedures, or operations. Researches and coordinates with Data Processing Center (Austin, TX), HR personnel, or other sources to solve complex problems and provide information. Special Projects Carries out special projects which require research and thorough knowledge and application of civilian pay statutes, provisions, operations, and guidelines. Responsible for the day-to-day operations of the Fiscal and HR databases and VATAS. Develops procedures and instructions for payroll operations. Keeps all organizations informed of correct timekeeping and payroll actions and input requirements through the use of written policy letters, base newspaper articles, etc. Prepares special reports required for management control, payroll reconciliation, budget, or accounting purposes. Provides timekeeper training through one-on-one training sessions and group trainings. Prepares written correspondence and other documentation. Writes a variety of materials to include items for newsletters, memorandums, responses to Congressional Inquiries, reports of special studies, scripts for briefings, and supplements to regulations or directives. Processes all EEO, Arbitration, Merit System Protection Board Settlements, Grievance Decisions, and EEO Compliance following the guidance established by VACO and DFAS. Performs miscellaneous duties in support of the payroll function. Work Schedule: Monday through Friday, 8:00 a.m. CST - 4:30p.m. CST Telework: Yes, Ad-Hoc/Situational only. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Processing pay and leave actions by utilizing various automated pay systems (e.g., Defense Civilian Pay System/DCPS); (2) Recording, reconciling, and balancing pay data by various categories for accounting, budget, production, or other management purposes (e.g., VA Time and Attendance System/VATAS & Veterans Health Information Systems and Technology Architecture/VISTA ); (3) Making retroactive adjustments and tracing errors which involve correction of pay and extensive research; (4) and Creating and maintaining reports related to employees' pay and leave. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
