This position is located in the Drug Enforcement Administration (DEA), Financial and Procurement Unit (FPU), Chicago Division. This position(s) primary purpose is being responsible for the financial and procurement activities of the BOP. The FPU is responsible for servicing, maintaining, and resolving issues related to complex funding sources that include but is no limited to Diversion Control Fee Account (DCFA), Salaries and Expenses, and High Intensity Drug Trafficking Area (HIDTA).

Duties

As a Financial Management Specialist, your typical work assignments may include: Analyze financial and budgetary relationships under conditions of uncertainty due to rapidly changing objectives and lack of predictive data. Interpret and explain complex payment certification issues and how to process them correctly through the use of the Unified Financial Management System (UFMS)/Momentum application. Maintain the travel system and resolves any problems that may arise. Analyze and evaluate continual changes in program plans and funding and their effect on financial program milestones.

Qualifications

Applicants must meet all of the required qualification requirements described below by the closing of this announcement. If you are qualifying based on education or if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. You may qualify at the GS-07 level, if you fulfill the following qualification requirement: One year of experience (equivalent to at least the GS-05 level or pay band in the Federal service) that includes performing the following duties: 1) Assisting in performing a variety of financial and budget related functions and administrative work in connection with financial and accounting systems within an office; 2) Developing financial reports on program to submit to management; 3) Utilizing financial system to input information; and 4) Gather financial data to retrieve the status of programs. OR Education: Completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Superior Academic Achievement: Successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. You may qualify at the GS-09 level, if you fulfill the following qualification requirement: One year of experience (equivalent to at least the GS-07 level or pay band in the Federal service) that includes performing the following duties: 1) Assisting in performing a variety of financial and budget related functions and administrative work in connection with financial and accounting systems within an office; 2) Reviewing documents for valid budget expenditure limitations, completeness and correctness of all financial data; 3) Responding to basic financial and accounting issues and inquiries; 4) Monitoring and maintaining financial transactions; and, 5) Ensuring funds are adequately safeguarded against fraud, waste, and abuse. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time-In-Grade Requirement: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.
