Duties
As a Legislative Affairs Specialist, you will:
Communicate and advise on pending or proposed legislative action related to Ginnie Mae programs and authorities, coordinate with HUD's Office of Congressional and Intergovernmental Relations (CIR) on behalf of Ginnie Mae in communications with Congressional committees, offices, and staff, respond to Congressional or constituent inquiries, and explain Ginnie Mae programs and regulations to Congress.
Continuously monitor and analyze the legislative actions of Congress and policy determinations by the Executive Branch which relate directly to the housing and mortgage insurance programs administered by Ginnie Mae.
Analyze the needs of Members of Congress, or their staff, for information and background on particular issues concerning Ginnie Mae programs and suggest alternatives for appropriate responses.
Develop, prepare, and recommend to the President or senior management, long-range policies and plans on legislative and Congressional matters, using in-depth knowledge of programs and Federal legislative and budgetary processes.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience:
For the GS-13, you must have one year of specialized experience at the GS-12 level, or equivalent, which has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is defined as:
- Researching and analyzing legislation to create proposals for initiatives related to Housing finance; AND
- Collaborating with multiple stakeholders in the Housing industry with contending viewpoints to determine how to approach sensitive policy issues; AND
- Conveying technical information to Members of Congress, or their staff, regarding issues concerning government lending programs and suggesting alternative responses; AND
- Representing a program, agency, or organization at meetings or on committees addressing legislative proposals and strategies.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
