Duties

WHAT IS THE SBSE - Small Business Self Employed DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Small Business Self Employed Campus Exam/AUR Ops - Memphis The following are the duties of this position at the full working level. Oversees development and execution of Planning & Analysis Program procedures. Coordinates policy and strategy between Operations and centralized activities, to manage cross functionally to achieve organizational goals, provide one stop service and end to end accountability to our customers. Many Collection and Examination issues are highly sensitive and complex, and impact on the economic well-being of the community. Plans, performs, and/or coordinates the most significant types of managerial assignments encompassing the entire program and functional areas of the Senior Level Executive, often requiring the integration of cross-functional areas of other business units. Prepares agency directives, IRM issuances, memoranda, Service wide policy statements, and other written guidelines and recommendations which interpret the Service's position on issues related the Business Unit's functions. Balances deployment of resources from workload demands to increase front-end activities. Configures compliance resources to address emerging issues and taxpayers needs as appropriate. Manages strategies to apply the appropriate treatment according to degree of risk, reserving enforcement for egregious non-compliance.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE IR-01: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience applying management techniques, methods, theories, principles, and labor relations concepts, sufficient to assure optimum utilization of personnel, equipment, and space, and to accomplish program objectives through combined technical and administrative oversight. Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others. Experience applying appropriate operations, policies, applicable laws, regulations, rules, practices, procedures, and techniques sufficient to provide oversight and direction in the planning, development, and implementation of the technical aspects of programs directly related and/or specific to the position being filled. Experience applying budget and fiscal methods used in establishing and maintaining an organization. Experience working on major programs segments, organizational structures and/or functional responsibilities specific to the position being filled. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
