The Pathways Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. To be eligible, applicants must apply within two years of degree or certificate completion (except for veterans precluded from doing so due to their military service obligation, who will have up to six years after degree completion to apply).

Duties

As a Human Capital Specialist (Recent Grad), GS-0301-7, your typical work assignments may include the following under supervision: Provides assistance to OA leadership in all aspects of human capital management, including reviewing and recommending organization alternatives to enhance OA's performance in the crucial area of human resources management. Analyzes and recommends alternative procedures and processes to RMD leadership necessary to effect administrative and human resources management decisions. Works with OA managers to implement personnel policies regarding recruitment and placement, personnel reassignments, and position management. Tracks and assists in providing analysis on Full Time Equivalents (FTEs) and other personnel resources allocations. Prepares data and analysis on personnel demographics (e.g., diversity, gender, grade, etc.).

  • Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
  • The agency requires 30 days on site before being eligible to participate in the telework and/or alternate work schedule program.

Qualifications

ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. To be eligible for the Recent Graduate Program, applicants must meet one of the following requirements: A. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years; (Unofficial Transcripts due at time of application). OR B. Released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for his/her degree or certificate. (Unofficial Transcripts due at time of application). AND SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-7 level, if you fulfill the following qualification requirement:One year of specialized experience equivalent to the GS-5 grade level in the Federal service or equivalent experience in the private sector that demonstrates 1-performing administrative support duties related to human capital management and resource management and 2- reviewing and recommending alternative procedures and processes necessary to effect administrative and human resources management decisions. OR 1 full year of graduate level education or superior academic achievement. SUPERIOR ACADEMIC ACHIEVEMENT: Must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. OR A combination of graduate level education and specialized experience. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. May be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
