This position is located within the USDA, Rural Development, Business Center-Operations Office, Deputy Chief Operating Office, Human Resources Office (HRO), Employee and Labor Relations Division, Labor Relations Branch. The position serves as a technical expert on labor relations issues, problems, and cases, and provides a full range of management advisory services
and assistance.
Duties
Provides full range of expert advice, technical assistance, and policy guidance to all levels of the
Analyzes frequently changing conditions in labor-management relations and relates findings to overall Agency LR strategy and focus.
Develops or assists in the development of management contract negotiation strategies and develops/or reviews management negotiation proposals.
Serves as a member of labor management agreement negotiating committees.
Develops or assists in the development of labor relations policies, adapting Federal (i.e., government-wide) and Departmental (USDA) regulations to local needs.
Develops management's position and provides advice and guidance on the full range of labor relations actions, including unfair labor practice (ULP) charges, clarification of bargaining unit, arbitration, mediation and impasse proceedings.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS- 13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Experience providing technical labor relations advisory and/or consultation services to managers; interpreting collective bargaining agreements, case-law, labor relations policies and procedures; clarifying issues, resolve conflicting guidance, and other potential or existing problems pertaining to labor issues and negotiations; researching, preparing cases, and representing the Agency before third parties (Federal Labor Relations Authority, arbitrators, judges, mediators, impasse panelists, etc.); performing investigations and management inquiries into sensitive issues; advising on and developing case strategies based on research and analysis of applicable laws, case law, policies, past practices; developing and conducting training based on organizational needs (e.g., significant case law updates, changes to collective bargaining agreements, etc.). There is no substitution of education for experience at the GS-13 level.
